The Los Angeles Area <strong>Chamber</strong> of Commerce represents 1,600+ member businesses throughout<br />

Los Angeles County. The <strong>Chamber</strong> is Southern California’s leading business advocacy<br />

organization dedicated to strengthening our economy and quality of life through job creation,<br />

workforce development, infrastructure investment and business development.<br />

Position<br />

The Los Angeles Area <strong>Chamber</strong> of Commerce is partnering with the U.S. Small Business<br />

Administration, the <strong>LA</strong> Regional Small Business Development <strong>Center</strong> (SBDC) and the Los<br />

Angeles Cleantech Incubator (<strong>LA</strong>CI) on an exciting new project to assist and promote<br />

entrepreneurs in emerging technology businesses such as clean tech, social media, and video<br />

gaming. We are looking for a <strong>Program</strong> <strong>Manager</strong> to work with us to develop a new SBDC based<br />

at the <strong>Chamber</strong> in downtown Los Angeles and serving Los Angeles, Santa Barbara and Ventura<br />

counties.<br />

Duties & Activities<br />

Under the <strong>Chamber</strong>’s direction this highly entrepreneurial individual will help us develop and<br />

implement activities related to the <strong>LA</strong> <strong>Chamber</strong> <strong>Technology</strong> <strong>Center</strong> (<strong>LA</strong>CTC), including:<br />

<strong>Program</strong>s: Develop, coordinate, schedule and supervise delivery of programs and<br />

services sponsored by or provided directly by the <strong>LA</strong>CTC<br />

o Help identify the needs of the local technology business community with<br />

assistance from partners and collaborators (see “Partnerships” below).<br />

o Help create programs and services including workshops, seminars, conferences,<br />

special events, etc. targeted to small businesses based on local technology<br />

business needs.<br />

o In coordination with partners, contract with, train and supervise a team of<br />

consultants to contribute and deliver program and service content in accordance<br />

with <strong>LA</strong> <strong>Chamber</strong> guidelines and procedures. <strong>Manager</strong> will also perform some<br />

consulting services.<br />

Partnerships: Develop partnerships and collaborations with different stakeholders:<br />

o Work closely with the <strong>Chamber</strong>’s Emerging Commerce Council, Small Business<br />

Council and other relevant bodies<br />

o Work with local business leaders, policymakers, business organizations,<br />

<strong>Chamber</strong>s of Commerce, community leaders and other economic development<br />

agencies to promote business development and entrepreneurship<br />

o Interface with Federal, State and local governmental economic development<br />

agencies to promote and facilitate regional technology business creation<br />

o Work closely with the <strong>LA</strong> Cleantech Incubator and <strong>LA</strong>’s growing network of<br />

technology incubators and accelerators to access and address needs of <strong>LA</strong>’s<br />

entrepreneurs.<br />

o Develop cooperative working relationships and partnerships with the <strong>Program</strong><br />

Directors in the SBDC Network – Los Angeles, Ventura, Santa Barbara<br />

Management: Manage day-to-day operations of the <strong>LA</strong>CTC, including:<br />

o Assist with the creation and implementation of <strong>LA</strong>CTC operating business plan.<br />

o Develop, prepare and monitor <strong>LA</strong>CTC SBDC budget.<br />

o Work closely with the Lead <strong>Center</strong> of the <strong>LA</strong> Regional SBDC Network to ensure<br />

that all program activities are in compliance with the appropriate SBA/SBDC<br />

guidelines. Handle all invoicing and reporting requirements for the <strong>Center</strong>.<br />

o Conduct client follow-up activities, complete project evaluation reports, and<br />

collect data to provide economic impact narratives.<br />

o Prepare reports as necessary; administer <strong>LA</strong>CTC client records; administer<br />

<strong>LA</strong>CTC operational systems and records to assure audit and accreditation<br />

readiness.<br />

o Maintain network of resource business assistance organizations, business<br />

professionals, and economic development agencies in support of needs of SBDC<br />

clients.<br />

o Meet milestones and goals for the <strong>LA</strong>CTC; compile, write and submit timely<br />

narrative and quantitative reports for all <strong>LA</strong>CTC activities.<br />

o Supervise, coordinate, evaluate and monitor work performed by <strong>LA</strong>CTC staff and<br />

consultants.<br />

o Interpret, apply, communicate, and implement pertinent laws and/or SBDC<br />

Network Policy and Procedures, and/or external agency business and/or other<br />

regulations, policies, and procedures, as appropriate.<br />

Other duties: Perform other duties as assigned. This is a new position, so duties may<br />

change.<br />

Qualifications & Abilities Needed<br />

Bachelor’s degree in Business or a related field.<br />

Two to five years experience in economic development, business consulting/advising,<br />

and technology innovation.<br />

Experience with small business assistance programs and grant funding requirements is<br />

highly desired.<br />

Strong oral and written communication skills<br />

Strong analytic and problem-solving skills and the ability to work well with others<br />

Entrepreneurial spirit<br />

Strong organizational skills<br />

Ability to maintain effective working relationships with clients, partners, staff, and<br />

members of the general public from diverse socioeconomic backgrounds.<br />

This is a salaried exempt position with full benefits, including paid sick leave, vacation, 401(k)<br />

participation, health, vision and dental. Until a full time Director is chosen, the <strong>Manager</strong> will<br />
