2. Discussion Agenda<br />

a. Report of the President and Chief Executive Officer<br />

President Richard Kessel reported that he continues to travel around the state on behalf of the <strong>Authority</strong>.<br />

He said that he has begun a tour of the <strong>Authority</strong>’s operating facilities in the state and, to date, has visited the<br />

Niagara and St. Lawrence facilities. He plans to visit the Flynn plant in Holtsville, Blenheim-Gilboa plant and<br />

the smaller facilities around the state.<br />

President Kessel said that despite the challenges facing the <strong>Authority</strong>, its operations are in good<br />

condition and its facilities are expected to be operating at full capacity this summer.<br />

President Kessel said that he looks forward to working with the <strong>Authority</strong>’s newly appointed Trustee,<br />

John Dyson, and the other Trustees toward the goals and objectives of the <strong>Authority</strong>.<br />

He also welcomed Mr. Timothy Carey, former Trustee and President and Chief Executive Officer of the<br />

<strong>Authority</strong> to the meeting.<br />

Community Outreach – Upstate/Downstate: President Kessel participated in the following events/ meetings<br />

around the state:<br />

In response to a question from Vice Chairman Foster, President Kessel said that contributions to<br />

organizations are in keeping with Board policy, which was enacted based on the Attorney General’s Opinion<br />

regarding grants, sponsorships or donations by state authorities. He continued that the <strong>Authority</strong> gives grants<br />

and sponsorships to organizations as regards to energy-related activities. He said that a large portion of grants<br />
