- Establish physical security perimeters for Control Buildings and Turbine Galleries<br />
- Install physical security systems for exiting physical security perimeters<br />
- Upgrade cyber network equipment and IT firewalls<br />
- Upgrade physical security perimeter and electronic security perimeter procedures and documentation<br />
“The identified upgrades will be required at each of the regional facilities – St. Lawrence/ FDR <strong>Power</strong><br />
Project, Clark Energy Center, Blenheim-Gilboa <strong>Power</strong> Project, Niagara <strong>Power</strong> Project, Southeastern <strong>New</strong> <strong>York</strong>,<br />
White Plains Office – as well as remote substations. The work is anticipated to be performed over a three-year<br />
period.<br />
“The total project cost over the three-year period is estimated at $8.4 million, as follows:<br />
Engineering/Design $1,540,000<br />
Construction/Installation $5,700,000<br />
<strong>Authority</strong> Direct Expenses $ 760,000<br />
<strong>Authority</strong> Indirect Expenses $ 400,000<br />
TOTAL $8,400,000<br />
“For the current fiscal year, $751,000 was budgeted. Based on updated information and the recent NERC<br />
mandates, the expenditures for 2011 are anticipated to be approximately $2.9 million.<br />
FISCAL INFORMATION<br />
“Payment associated with this project will be made from the <strong>Authority</strong>’s Capital Fund.<br />
RECOMMENDATION<br />
“The Senior Vice President – <strong>Power</strong> Supply Support Services, the Senior Vice President – Transmission,<br />
the Vice President – Project Management and the Vice President – Procurement recommend that the Trustees<br />
authorize capital expenditures in the amount of $8.4 million for security upgrades at various <strong>Authority</strong> facilities over<br />
the next three years.<br />
“For the reasons stated, I recommend the approval of the above-requested action by adoption of a<br />
resolution in the form of the attached draft resolution.”<br />
The following resolution, as submitted by the President and Chief Executive Officer, was unanimously<br />
adopted.<br />
RESOLVED, That expenditures are hereby approved in<br />
accordance with the <strong>Authority</strong>’s Expenditure Authorization<br />
Procedures, for capital expenditures in the amount of $8.4 million for<br />
security upgrades at various <strong>Authority</strong> facilities over the next three<br />
years; and be it further<br />
RESOLVED, That the Chairman, the Vice Chairman, the<br />
President and Chief Executive Officer, the Chief Operating Officer and<br />
all other officers of the <strong>Authority</strong> are, and each of them hereby is,<br />
authorized on behalf of the <strong>Authority</strong> to do any and all things and take<br />
any and all actions and execute and deliver any and all agreements,<br />
certificates and other documents to effectuate the foregoing resolution,<br />
subject to the approval of the form thereof by the Acting General<br />
Counsel.<br />
