“The following three proposals were received on February 3, 2011:<br />

Bidder Location Lump Sum<br />

Welsbach Electric Corp. College Point, NY $2,957,390.00<br />

W.A. Chester, LLC Lanham, MD $3,268,000.00<br />

Hawkeye, LLC Hauppage, NY $3,507,937.64<br />

“The proposals were reviewed by an evaluation committee comprising staff from Engineering,<br />

Procurement and Project Management.<br />

“Welsbach’s bid was the lowest in price and was also technically acceptable. Welsbach, which has<br />

extensive experience in electrical construction and projects of this magnitude and demonstrated knowledge of the<br />

scope-of-work, is capable of completing this project in a timely manner.<br />

“The estimated cost of this work is within the authorization of this project which was approved by the<br />

Trustees at their June 29, 2010 meeting; this work is included in the 2011 approved Capital Budget. Future funding<br />

will be included in the Capital Budget request for that year.<br />

FISCAL INFORMATION<br />

“Payment associated with this project will be made from the <strong>Authority</strong>’s Capital Fund.<br />

RECOMMENDATION<br />

“The Project Manager, the Vice President – Project Management, the Vice President – Engineering, the<br />

Vice President – Procurement, the Regional Manager – Western <strong>New</strong> <strong>York</strong> and the Senior Vice President – <strong>Power</strong><br />

Supply Support Services recommend that the Trustees approve award of a contract to Welsbach Electric Corporation<br />

of College Point, <strong>New</strong> <strong>York</strong>, in the amount of $2.96 million, to replace the existing transmission voltage<br />

terminations for the 230 kV High Pressure Fluid-Filled Cable, as part of the Life Extension and Modernization<br />

program to renovate and modernize the Lewiston Pump Generating Plant.<br />

“For the reasons stated, I recommend the approval of the above-requested action by adoption of a<br />

resolution in the form of the attached draft resolution.”<br />

The following resolution, as submitted by the President and Chief Executive Officer, was unanimously<br />

adopted.<br />

RESOLVED, That pursuant to the Guidelines for Procurement<br />

Contracts adopted by the <strong>Authority</strong>, approval is hereby granted to award a<br />

three-year contract to Welsbach Electric Corporation of College Point, <strong>New</strong><br />

<strong>York</strong>, in the amount of $2.96 million, to replace the existing transmission<br />

voltage terminations for the 230 kV High Pressure Fluid-Filled Cables, as<br />

part of the Life Extension and Modernization program to renovate and<br />

modernize the Lewiston Pump Generating Plant, as recommended in the<br />

foregoing report of the President and Chief Executive Officer;<br />
