The Energy Efficient Housing initiative offers a suite of<br />

programs for new homes that promote energy efficiency<br />

through guidelines that enable new homes to be<br />

approximately 30 percent more energy efficient than<br />

those built to minimum provincial building codes. This<br />

includes the R-2000* Standard as a training and building<br />

standard and the EnerGuide rating system as an energy<br />

rating tool, which have prepared the market for regional<br />

energy efficiency initiatives such as ENERGY STAR® for<br />

New Homes.<br />

water heating in Canadian buildings. ecoENERGY for<br />

Renewable Heat will offer an incentive to purchasers of<br />

ecoENERGY for Renewable Power will invest $1.48<br />

billion to increase Canada’s supply of clean electricity<br />

from renewable sources such as wind, biomass, lowimpact<br />

hydro, geothermal, solar photovoltaic and ocean<br />

energy. It will encourage the production of 14.3 terawatt<br />

hours of new electricity from renewable energy sources.<br />

ecoENERGY for Renewable Power will provide an<br />

incentive of one cent per kilowatt-hour for up to 10 years<br />

to eligible low-impact, renewable electricity projects<br />

constructed over the next four years, April 1, 2007 to<br />

March 31, 2011.<br />

This program provides an accelerated rate of write-off (50<br />

%/year, on a declining balance basis) investments in the<br />

production of heat for industrial process or electricity by<br />

using fossil fuel efficiently or by using renewable energy<br />

ecoENERGY Biofuels helps expand the production and<br />

Environment Canada's EcoAction Community Funding<br />

Program has provided financial support to not-for-profit<br />

community groups for projects that have measurable,<br />

positive impacts on the environment. Funding support can<br />

be requested for projects that have an action focus, a<br />

community capacity building focus, or a combination of<br />

both objectives.<br />

The Environmental Damages Fund (EDF) helps ensure<br />

polluters take responsibility for their actions. It gives<br />

courts a way to guarantee that the money from pollution<br />

penalties and settlements is directly invested to repair the<br />

actual harm done by the pollution.<br />

FedNor’s Northern Ontario Development Program<br />

(NODP) promotes economic growth throughout a large<br />

and diverse geographic area – stretching from Muskoka<br />

Lakes to James Bay, and from the Manitoba border to<br />

western Quebec. Fednor supports energy-related<br />

projects under program components such as: innovation,<br />

community economic development and human capital.<br />

The Ontario Home Energy Audit program is a four-year<br />

$24-million investment, which reimburses the homeowner<br />

for 50% of the cost of a home energy audit, to a<br />

maximum of $150. The Ontario Home Energy Retrofit<br />

program is a five-year $88 million investment to<br />

encourage homeowners to make their homes more<br />

energy efficient. Homeowners will be eligible to receive<br />

up to $5,000 for energy retrofits. The same amount is<br />

available to homeowners under the federal government’s<br />

It will also be advantageous for homeowners in this<br />

province to produce some of their own power through an<br />

arrangement known as "net metering." Net metering<br />

permits electricity customers to offset some of the cost of<br />

their individual electricity consumption by self-generating.<br />

Net metering allows a grid-connected electricity customer<br />

who installs their own renewable generation equipment to<br />

return electricity to the grid for credit against<br />

consumption, instead of having to store it in batteries. At<br />

times when the customer's generation exceeds their<br />

requirements, the excess goes into the grid. When the<br />

customer's requirements exceed their generation, they<br />

take power from the grid.<br />

The social housing segment of the OPA’s Low Income &<br />

Social Housing initiative is managed by Social Housing<br />

Services Corporation (SHSC) as part of its Green Light<br />

initiative, a province-wide initiative to help social housing<br />

providers take action to reduce energy use in their<br />

buildings. The initial phase was available to the 5,000<br />

units who undertook an energy audit in summer 2005<br />

through the Social Housing Services Corporation Energy<br />

Management Program. It focused on end-use products<br />

such as energy-efficient lighting and appliance<br />

replacement upgrades. The next phase will be rolled out<br />

in 2007 and will focus on building envelope<br />

improvements. The program also contains an educational<br />

component. It is expected to have delivered a 10MW<br />

reduction in energy consumption by the end of 2006.<br />

A total of $14.4 million is available over four years to<br />

encourage the industrial/commercial/institutional sector to<br />

convert to solar thermal heating. Ontario businesses,<br />

industries, not-for-profit organizations, schools,<br />

universities, municipalities and hospitals would receive 25<br />

per cent of the cost of the installation of a solar thermal<br />

heating system from the province to a maximum of<br />

$80,000. The federal government will also provide a<br />

contribution of 25 per cent under the ecoENERGY<br />

Renewable Heat Program. It is estimated that the<br />

program will generate 500 installations over four years.<br />

The intent of Ontario’s Standard Offer Program is to help<br />

Ontario meet its renewable energy supply targets by<br />

providing a standard pricing regime and simplified<br />

eligibility, contracting and other rules for small renewable<br />

energy electricity generating projects<br />

The fund is split into two application streams: standard<br />

Program originated as a City of Toronto corporate energy<br />

savings initiative designed to promote in-house energy<br />

efficiency practices by managing office equipment power<br />

This system uses the cool energy in cold water to aircondition<br />

high-rise buildings in downtown Toronto. The<br />

system benefits the City by reducing energy consumption<br />

by up to 90 per cent (compared to conventional chillers),<br />

Enbridge works with commercial and industrial clients to<br />

determine if this program will work for them, in which<br />

case, it assists them in contacting an experienced energy<br />

management firm and provides incentives of up to a) half<br />

the cost of an energy analysis (up to $5,000), and b) a<br />

rate of $0.05/m3 saved based on 12 months of<br />

operational improvements (up to $30,000)<br />

The Steam Saver program is actually several programs<br />

put together, each focusing on different ways to save<br />

steam energy. The programs are: The Steam Plant<br />

Performance Test and Audit; New Boiler Installations;<br />

The Steam Trap Survey; The Boiler Combustion Tune–<br />

Up Program; and, Metering and Energy Management in<br />

Boiler Plants. Basically, All steam traps are tested, and<br />

their individual status and defects are logged. Customers<br />

are provided with a report outlining the defects and<br />

estimated energy savings associated with repairing or<br />

replacing the defective traps.<br />

This program is designed to promote the upgrade to<br />

higher efficiency heating and domestic hot water boilers.<br />

In addition to incentives of up to $30,000, the program<br />

delivers Awareness/Information, Energy Management<br />

and Monitoring, Research and Development, and<br />

Training/Technical Assistance. Upgrades to High<br />

Efficiency Boilers must be 84%+ combustion efficiency<br />

and condensing boilers must be 90%+ combustion<br />

efficiency.<br />

An awareness/information program with financial<br />

incentives program which provides for inspection of<br />

medium and large steam plants’ components such as<br />

piping and fittings. A report provides details of estimated<br />

annual energy and heat loss and the costs to insulate the<br />

where needed to reduce the heat loss and save on<br />

operating costs.<br />
