DMD from Hebrew University – Hadassah School of Dental Medicine in
1979.
In 1987, a WHO fellowship sent him to London where he received MSc
in Dental Public Health from UCL and DDPH from Royal College of
Surgeons. In 1990 became a Specialist in Dental Public Health.In 1995,
as a Wexner-Israel fellow studied at Harvard University and received
MPA. Since 1998 he is Director of Dental Health at Ministry of Health of
Israel.Published many articles on professional human resource management, licensing
exams for dental and auxiliary professions and public policy, as well as on water
fluoridation in scientific literature. Member of Editorial board of QI and reviewer for
several scientific journals.He is visiting lecturer in Hebrew University, Tel Aviv University
and Ben Gurion University. He was founding Chair of National Examining Board for
Dentistry, for Dental technicians and for Hygienists. Member of Association for Public
Health, Israel Medical Association and of the Professional Committee for Public Health
Dentistry in Israel. He is active in the European arena too, served as President of the
Council of European Chief Dental Officers.
