School Board meetings are held on the first and
third Tuesday of each month at 5:30 p.m. at the
School District Administrative Complex, located at
817 Bill Beck Boulevard, Kissimmee. A hard copy
forms located in the front of the Board Room prior
to the start of the meeting.
All Osceola School Board meetings are held
in English. They can be heard in Spanish using
the Talksystems simultaneous interpretation
and free use of the equipment.
In addition, the Osceola School District
broadcasts its meetings live on the Internet and
archives them online in a searchable format.
Viewers who visit the Osceola School District’s
website will have the option to watch live or on
demand webcasts of School Board meetings. The
agenda and minutes of the meetings will also be
displayed, and synchronized with the video and the
individual agenda items for on-demand viewing.
Student
Assessment
Students in the Osceola School District participate
in assessments at two different levels:
State
Schools
All schools conduct various assessments throughout
the school year to determine the varying levels of
student proficiency. The Florida Department of Education
will provide Florida Assessments for Instruction in
Reading (F.A.I.R.) available to K-12 public schools.
This assessment system will provide teachers with
screening, progress monitoring, and diagnostic
information that is essential to guiding instruction.
F.A.I.R. will be administered three times yearly.
The individual schedules for administration of these
assessments vary from school to school.
In addition, all schools will participate in a
districtwide formative assessment program. The
assessments will measure progress in reading, writing,
mathematics, and science. All high school students in
Grade 10 will participate in the administration of the
Preliminary Scholastic Aptitude Test (PSAT). In the
Spring, students in Grades K, 1, 2, and 3 will
participate in a district-administered Stanford
Achievement Test Version 10 (SAT10). This
assessment will measure scholastic ability in reading
and mathematics, and will be used to assist in the
determination of course and program placement.
The Florida Kindergarten Readiness Screener
(FLKRS) is administered to all kindergarten students to
determine levels of readiness for school.
The Florida Comprehensive Assessment Test, also
known as the FCAT, is a series of tests given to students
in Grades 3-11 who are enrolled in a public school. The tests
are administered in February, March, and April, and include
components in reading, writing, mathematics, and science.
The National Assessment of Education Progress (NAEP) is
administered only in sample schools throughout the state.
The schools are randomly selected, and the assessment
occurs in January - March.
• Whenever appropriate, accommodations for the FCAT
can be made for Exceptional Education, 504, and ELL
students who qualify.
• When the FCAT is not appropriate for an Exceptional
Education student, the Individual Education Plan (IEP)
team will recommend that the student be assessed
using alternative measures.
• Student performance on the FCAT is used to determine
promotion at Grade 3 and high school graduation at
Grade 10.
• Beginning with students entering Grade 9 in the
2011/2012 school year, end-of-course assessments in
Algebra I and Geometry will replace the Grade 9 and
Grade 10 FCAT Mathematics.
• Biology end-of-course assessment will be replacing the
Grade 11 Science FCAT.
• For additional information regarding FCAT, contact the
Research, Evaluation, and Accountability Department at
407-870-4056.
Middle School
Matters
Promotion
The purpose of the instructional program in the schools of Osceola
County is to provide appropriate instructional and selected services to
enable students to perform at or above their grade level academically.
Promotion, however, is based primarily on student proficiency in
reading, writing, science, and mathematics, and is not automatic.
Decisions regarding student promotion and retention are primarily the
responsibility of the individual school’s administrative and instructional
staff. The final decision in regard to grade placement is the
responsibility of the principal.
General Academic Requirements:
The following areas of study are required for each student, Grades 6-8:
Grade 6
Exemplary middle schools are centered on the intellectual, social, emotional,
moral, and physical developmental needs of young adolescents. These schools
foster programs, practices, and policies that promote these developmental stages
in positive ways. The task is huge, but Osceola County’s middle schools rise to
the challenge every day.
Physical Education
A total of 225 minutes per week for physical
education for one semester is required in all middle
schools. Waiver information is available at all schools.
Computer Literacy
In addition to the courses identified, students must
master basic skills in the area of computer literacy.
Career Planning
One course in comprehensive career exploration is
required.
Health/Personal Development Requirement
One semester of Health or Personal Development is
required for students in Grades 7 or 8.
Grading Scale
Grade Percent Definition
A 90-100 Outstanding Progress
B 80-89 Above Average Progress
C 70-79 Average Progress
D 60-69 Below Average Progress
F 0-59 Not passing
I 0 Incomplete
General Promotion Requirements-Grades 6-8
In order to be promoted to the next grade level, students in Grades 6-8 must meet the
following criteria:
• Pass each core subject: mathematics, language arts, science, and social studies.
The district-adopted grading scale determines a passing grade for each course.
• Pass at least one elective course each semester.
• Schools may require students to pass reading as a fifth core subject in lieu of the
elective course requirement.
In Grades 6-8, the grade percentage values of the grading period and exam grade
are averaged to determine the final grade. No grade percentage below 60% will be
considered passing for that subject. In determining final grades, a zero will be assigned
for no work or dishonest work. Grades in dual enrollment classes must be determined
following the high school academic policy.
Dual Enrollment in
High School Courses
➥ Dual-enrolled students must adhere to high
school attendance requirements for
receiving credit.
➥ In order to receive high school credit, the
student must earn a final grade of an “A,”
“B,” or “C.”
➥ Students will be limited to the transfer of
no more than four high school academic
credits and two vocational elective credits
earned.
➥ Each eighth grade student is to create an
electronic personalized education plan
(ePEP) focusing on postsecondary education
and possible careers. This plan must be
signed by the student, guidance counselor
or academic advisor, and the student’s
parent.
Information
NCLB School Public
Accountability Reports
(SPARs)
No Child Left Behind (NCLB) legislation
requires that school districts provide parents
with an annual school status report at the
beginning of each school year. These
reports are known as the NCLB School
Public Accountability Reports (SPARs).
The Department of Education will post all
reports containing the required NCLB
indicators and the Adequate Yearly Progress
(AYP) addendum report on the Web before
the end of September 2011. Once the
Department of Education has posted the
reports, Osceola School District staff will
provide parents and the community with the
necessary information to view or obtain the
reports for Osceola County schools.
Virtual
Backpack
The Osceola School District has launched a
“green” approach to distributing information to
students from non-profit organizations,
intergovernmental agencies, and business
partners for which it grants approval. Rather than
sending home approved flyers for entities outside
the school district as in the past, we will now be
posting such information on a Virtual Backpack
webpage throughout the school year for all to see.
By doing so, it collectively saves school staff
thousands of hours of sorting and handling these
flyers, as well as reduces the amount of paper
being distributed saving our natural resources.
For a list of current flyers, go to
www.osceola.k12.fl.us, click on
Virtual Backpack Electronic Flyers,
then Flyer Listings.
The school district and its schools
will continue to send home information for parents
and students in students’ backpacks.
Teachers will send home assignments and
materials as normal, so be sure to continue to
check your child’s backpack frequently for
school and classroom news and
homework/grading.
Student Services
Section 504/ADA
Section 504 of the Rehabilitation Act of 1973 and
the Americans with Disabilities Act of 1990 are
legislation designed to prevent discrimination
against individuals with disabilities. A student is
eligible for a Section 504 Accommodation Plan
when a school-based committee finds that a
student has a physical or mental impairment
which substantially limits one or more major life
activities. Eligible students are entitled to
accommodations in the regular-education setting
or special education with related aids and
services. Each school has a Section 504
Designee who should be contacted with any
questions or concerns. The District Section 504
Facilitator may also be contacted in the Student
Services Department at 407-870-4897 for more
information, assistance with school issues, or for
a copy of the local Section 504 Grievance
Procedure.
The Intervention Assistance Team
The Intervention Assistance Team is a group of educational professionals at each
school who review school-wide data to evaluate the effectiveness of general
education core curriculum in order to ensure the provision of high-quality instruction.
They also identify students who are struggling with academics and/or behavior.
A problem-solving method is used to determine solutions for improving the core
curriculum and for identifying appropriate interventions. Students’ progress is
monitored at regular intervals to determine the effectiveness of curriculum changes
and/or interventions. Parents can contact the Response to Intervention (RtI) Coach
at the school if they are interested in assistance for their child.
Out-of-Zone Requests
The window for out-of-zones is April 1 through June 1. The parent or legal
guardian of an elementary, middle, or high school student may request that a
student attend a school out of his/her attendance zone. An out-of-zone
transfer form may be obtained from the student’s home-zoned school, the
school that the student is currently attending, or the district office, located at
817 Bill Beck Boulevard in Kissimmee. Completed forms may be hand carried
or mailed to the district office. Schools do not process, deliver, or forward the
completed form. All approved out-of-zone requests require the parent to be
responsible for transportation. For information regarding out-of-zones, please
contact Student Services at 407-870-4897.
Truancy Prevention and Intervention
Each school has an attendance intervention team that goes to work when a
student begins to demonstrate truant behavior (five unexcused absences).
They also work closely with the Office of the State Attorney and with the
Juvenile Court to assist parents and students in improving attendance, which
is vital to academic success. For information regarding attendance standards
and procedures in dealing with truant behavior, contact the Department of
Student Services at 407-870-4897.
The School District of Osceola County’s English for Speakers of Other Languages (ESOL)
Program serves students who have been identified as English Language Learners (ELLs).
The students are enrolled in appropriate grade-level courses for Language Arts/ESOL,
various cultural aspects of American society in order to facilitate their transition into the
community life of their new country.
The English/Spanish-
Parent/Community Hotline is open
between 8:00 a.m. and 4:30 p.m. to
answer questions or address any
concerns pertaining to our students,
school events, and programs.
The number for the hotline is
407-870-4850.
Did You Know?
➤ ESOL students in Osceola County represent 107
different countries and speak over 90 languages. More than
14,200 students (about 25% of the total student population)
participate in the school district’s ESOL Program.
➤ English Language Learners have certain program
models and resources available to them and their teachers.
These resources may vary by school level and/or school,
but they are all geared toward the goal of furthering the
students’ English language skills and academic
achievement in content area classes. Program and
resources available may include Project Families and
Schools Together (Project F.A.S.T.), Treasure Chest,
Rourke Reading Web, A+Rise, SIOP, V Math and Voyager.
➤ Certain district schools offer a Dual Language Academy
or Program. This educational model integrates native
English speakers and native Spanish speakers for all, or
most of the day. Academic subjects are taught to all
participating students based on a 60/40 model: 60%
instruction in English and 40% instruction in Spanish.
Please contact the Multicultural Education Department for
more information about this program.
➤ A Parent Leadership Council (PLC) is established at the
district level. The representatives are identified by each
school as parents of students in the ESOL Program. The
PLC meets twice a year to establish goals and enhance the
school-to-district communication. The Multicultural
Education Department facilitates and assists the Council in
conducting its meetings and training activities.
➤ The Multicultural Education Department provides an
interpretation system (TalkSystem) for all of the schools in
order to facilitate communication with parents. The goal is
for parents to feel welcome and comfortable enough to be
involved in their children’s education. The TalkSystem
allows simultaneous interpretation at Board meetings,
parent conferences, and school activities.
Adults Serving
VolunteeringOsceola
and Inspiring Students
Few activities produce such great benefits
for so many as school volunteering
Everyone involved in our Osceola schools – teachers, parents, administrators, and most
importantly, students reap great rewards when parents serve as Osceola Adults Serving and
Inspiring Students (OASIS) volunteers. While school staff gets a helping hand and school
administrators see millions of dollars worth of work done for free, parents benefit from
volunteer programs, too. Rewards include a sense of belonging, a better understanding of
the educational system, and the satisfaction of helping children perform better academically.
Studies show that children whose parents become involved at the schools:
• show improved performance;
• have greater self-esteem;
• show a more positive attitude toward school; and
• have better behavior.
The OASIS school volunteer program welcomes parents to work alongside us in the
schools. Each school has a volunteer coordinator who will assist parents with the
application process, volunteer orientation, and who will work with volunteers to find out
where they will be most effective. OASIS or the classsroom teacher will provide training.
Partners in Education Program
The district’s Partners in Education Program recognizes and encourages the
contributions of business and civic organizations to our schools. Partner activities include
financial contributions, in-kind donations and services, sponsorship of events, awards,
enhancement programs, career education, dropout prevention, attendance and academic
incentives, and employee volunteer release time for volunteering and mentoring.
In turn, partner schools work hard to find creative ways that can help and recognize their
business partners.
Through the Partners in Education program, our community is making a positive
difference in the education of Osceola’s youth. Call 407-870-4014 for information on
how your business can become an Osceola Partner in Education.
Exceptional
Student Education
Individual Education Plan
All students enrolled in Exceptional Student Education
Programs must have an Individual Education Plan (IEP).
This is a written statement of the student’s present level of
performance and the educational objectives for the school
year. Students with disabilities with a current Individual
Education Plan (IEP), who participate in FCAT, may be
provided accommodations in the classroom as well as on
the FCAT. The accommodations allowable on the
FCAT should be accommodations the student has used
regularly in the classroom, and are appropriate for the
child’s educational need. Not all allowable accommodations
in the classroom are permissible to be used on the FCAT.
See your child’s Exceptional Student Education Teacher
for more information.
The mission of the Exceptional Student Education Department is to
ensure each exceptional student the most appropriate educational setting
in the least restrictive environment. All special needs will be met through
an individualized program ensuring self-esteem and functional
independence resulting in the attainment of each student’s fullest potential
to become a self-supporting adult.
The School District of Osceola County is participating in
the Alliance for a Healthier Generation’s Healthy Schools
Program. Their mission is to reduce the nationwide
prevalence of childhood obesity by 2015 and empower
kids nationwide to make healthy lifestyle choices. Their
programs include Healthcare Initiatives, Healthy Schools
Program, Industry Initiatives, and a Kids movement.
Each school receives technical assistance and support
from a variety of experts and resources to improve
nutrition, physical activity, and staff wellness through
participation in the program. The School Wellness
Coordinator and School Wellness Committee assess the
wellness of their school using the Healthy Schools Builder.
They then create an Action Plan which is aligned with the
Healthy Schools Program recognition criteria. Schools
meeting the criteria are recognized at the national
convention for the Alliance for a Healthier Generation.
