3.2 Certificati<strong>on</strong> Methodology<br />

The certificati<strong>on</strong> schemes have a number of important differences in approach to <strong>accessibility</strong><br />

evaluati<strong>on</strong> and the methods applied. These include whether the checkpoints are derived wholly from<br />

WCAG or make use of other references, and the overall approach and methodology. This includes<br />

how many pages are tested; what checkpoints are used; whether tests are automatic or manual, or<br />

involve users with impairments using assistive technology; and whether results allow for a ranking<br />

scale or pass mark.<br />

Some of these elements are captured in Table 3, however not all certificati<strong>on</strong> bodies publish full<br />

details of their approach of methods. This combines to make like for like comparis<strong>on</strong>s difficult as the<br />

processes and results are c<strong>on</strong>sequently different. In a European Framework 6 project a number of<br />

partners set out to provide a mechanism for harm<strong>on</strong>isati<strong>on</strong> through the Unified Web Evaluati<strong>on</strong><br />

Methodology (UWEM).<br />

Technosite in Spain and Foundati<strong>on</strong> Quality Mark, Drempelvrij in the Netherlands make use the<br />

UWEM in the design of their certificati<strong>on</strong> schemes. UWEM was developed under the WAB Cluster,<br />

which was a cluster of three European projects: Support EAM, EIAO, BenToWeb. They developed a<br />

c<strong>on</strong>formity assessment scheme intended to promote better harm<strong>on</strong>izati<strong>on</strong> between European<br />

organisati<strong>on</strong>s working in the field of c<strong>on</strong>formity assessment of <strong>web</strong>sites. UWEM supported<br />

automatic and manual testing for single page and large <strong>web</strong>site use, and m<strong>on</strong>itoring activities. In<br />

parallel, Support EAM proposed a certificati<strong>on</strong> mechanism within a CEN Workshop Agreement<br />

(CWA 15554 June 2006).<br />

Although some objecti<strong>on</strong>s were registered in relati<strong>on</strong> to methodology and training issues, this body<br />

of work remains highly relevant to a c<strong>on</strong>siderati<strong>on</strong> of third party and self-certificati<strong>on</strong> mechanisms,<br />

such as maintenance of a public register and time limit <strong>on</strong> use of the logo following certificati<strong>on</strong>.<br />

3.3 Migrati<strong>on</strong> of certificati<strong>on</strong> towards WCAG 2.0<br />

UWEM provided a plan to migrate towards WCAG 2.0 before the project funding was completed<br />

and prior to the final publicati<strong>on</strong> of WCAG 2.0 (2008).<br />

Technosite and Foundati<strong>on</strong> Quality Mark Drempelvrij currently indicate that they have plans to<br />

migrate their existing practices towards <str<strong>on</strong>g>c<strong>on</strong>formance</str<strong>on</strong>g> with WCAG 2.0. The BIK project also reports<br />

<strong>on</strong> activity to align the BITV-test with WCAG 2.0. In the UK, the RNIB offers two certificati<strong>on</strong><br />

schemes with the original See it Right certificate linked to WCAG 1 and Surf it Right c<strong>on</strong>forming to<br />

WCAG 2.0<br />

3.4 Certificati<strong>on</strong> directories<br />

It is an important element of the certificati<strong>on</strong> process that certificati<strong>on</strong> bodies should provide<br />

informati<strong>on</strong> <strong>on</strong> the test procedures used and provide a directory of approved <strong>web</strong>sites.<br />

The informati<strong>on</strong> provided by the certificati<strong>on</strong> bodies and the number of <strong>web</strong>sites certified varied. For<br />

example, in additi<strong>on</strong> to providing a company name and <strong>web</strong>site URL some directories such as BIK<br />

BITV-test, Germany indicated the date of certificati<strong>on</strong>, as well as providing details of the <strong>web</strong><br />

developers. In the Netherlands, Drempelvrij provided a link to the certificate which also included the<br />

date of certificati<strong>on</strong>.<br />

Apart from the Italian PubbliAccesso, the number of <strong>web</strong>sites held <strong>on</strong> the various registers is very<br />

low, with four of seven the registers having less that 50 certified <strong>web</strong>sites each.<br />
