The other three most comm<strong>on</strong> failures (Criteria 1.3.1 Informati<strong>on</strong> and relati<strong>on</strong>ship, 2.4.4 link purpose<br />

and 3.3.2 lables) all make demands for appropriate text labels where the required informati<strong>on</strong>,<br />

c<strong>on</strong>trol functi<strong>on</strong> or link cannot be programmatically determined. The fifth criteria (4.1.2 name, role<br />

value), <strong>on</strong> user interface elements was found to particularly relate to form design issues. The expert<br />

evaluator noted some inter-relati<strong>on</strong>ships apparent between the failures of these elements and the<br />

design of search boxes and forms. The certified sites appeared to be less likely to have problems<br />

with these elements.<br />

7.2 Nati<strong>on</strong>al variati<strong>on</strong>s<br />

Of the top three best performing certified government and public body <strong>web</strong>sites, <strong>on</strong>e was from the<br />

Netherlands and <strong>on</strong>e from Italy and <strong>on</strong>e from Spain. The results of the manual tests revealed no<br />

clear pattern of nati<strong>on</strong>al variati<strong>on</strong>. For example, three <strong>web</strong>sites were certified by PubbliAccesso Italy,<br />

of which <strong>on</strong>e had no failures, <strong>on</strong>e had two failures detected and the other had six. Two <strong>web</strong>sites<br />

were certified by Drempelvrij Netherlands, of which <strong>on</strong>e had no failures and the other six failures<br />

detected.<br />

Overall, there is some suggesti<strong>on</strong> that the <strong>web</strong>sites selected from Italian PubbliAccesso certificati<strong>on</strong><br />

register performed better in the combined automatic and manual tests. However there is no clear<br />

pattern of <strong>web</strong>sites from <strong>on</strong>e country or <strong>on</strong>e certificati<strong>on</strong> scheme having a better or worse result at<br />

the manual testing level. The <strong>web</strong>sites selected from Spain were more successful at passing the<br />

automatic tests, with two from AENOR and two from Technosite meeting the selecti<strong>on</strong> criteria. It is<br />

noted, that as a result of the automatic tests, <strong>on</strong>ly <strong>on</strong>e of the ten government and commercial<br />

<strong>web</strong>sites certified by BIK BITV, Germany met the criteria for selecti<strong>on</strong> for manual testing.<br />
