7.1 Introduction<br />

According to the 2000 Delimitation Commission Report (p.28), Makoni West<br />

Constituency is ‘An area of land bounded by a line drawn from intersection of<br />

the northern boundary of Dowa 58A by the Macheke River, generally<br />

southwards down the Macheke River to its intersection by the western<br />

boundary of the former The Willows, south-westwards along this boundary to<br />

the southernmost beacon of Dowa 2, so as to include it; thence so as to<br />

include them: the northern boundary of Chiduku Communal Land to the southwestern<br />

beacon of the former property Leuw Poort, the north-western and<br />

northern boundaries of the former property Leuw Poort, the northern boundary<br />

of former property Remainder of Cheronga, the north-western, western and<br />

northern boundaries of the former property Remainder of Highfield to its<br />

intersection by the Mezi River, down the Mezi River to its intersection by the<br />

south-eastern boundary of the former property of Remainder of Highfield to<br />

its intersection by the Mezi River, down the Mezi River to its intersection by<br />

the south-eastern boundary of the former property Remainder of Highfield, the<br />

south-eastern boundary of the former property Remainder of Highfield, the<br />

eastern boundary of the property of Ludo of Cheronga to the northern<br />

intersection by the Inyazura River to its confluence with an unnamed tributary<br />

at map reference 36KUQ979220 on 1:50 000 map Tsungwesi 1832C3,<br />

Edition 1, and southwards direct to the hill named Nhure at Map reference<br />

36KUQ972159 on the same map; thence south-eastwards direct to<br />

trigonometrical beacon 676/5 on that map, and north-eastwards direct to the<br />

confluence of the Nyamidzi River and an unnamed tributary at map reference


36KVQ056132 on the same map; up that tributary to its intersection by the<br />

western boundary of Inyamidzi; thence south-eastwards and eastwards along<br />

western boundary of Inyamidzi and the western and southern boundaries of<br />

Big Tree of Chikobvore, so as to exclude them to the intersection of the latter<br />

boundary by the Kayeredzi River, and down the Kayeredzi and Sungwizi<br />

rivers to the intersection of the latter river by the south-western and northern<br />

boundaries of Lovedale and south-eastwards and westwards along the southwestern<br />

and northern boundaries of Lovedale and Eversley Manse, so as to<br />

exclude them, to the Save River; thence up the Save, Macheke, Ruzawi and<br />

Chizawana Rivers to the south-western boundary of Dowa Small Scale<br />

Commercial Land and generally north-westwards and north-eastwards along<br />

the south-western and north-western boundaries of Dowa Small Scale<br />

Commercial Land, so as to include it, to the starting point.<br />

Makoni West constituency is made up of fourteen wards. Like most<br />

constituencies, the ward councillor’s seats are dominated by males. Females<br />

constitute only 14% of the total ward seats in the Makoni West constituency.<br />

The constituency has 40 695 registered voters. There is at least a primary<br />

school in each ward, and every ward has at least a secondary school save for<br />

ward 35 which does not have any schools. Most wards have more than 1<br />

school and there is an even distribution of health facilities and dip tanks.<br />

However projects sponsored by the Ministry of Youth, Gender and<br />

Employment Creation (Ministry of Gender) are absent in 6 wards of the<br />

constituency, thus, there is need to also economically empower the residents<br />

of wards without these projects by making ensuring that they can also access<br />

the funds.

7.2 Ward 12<br />

There are 12422 people in the ward. There are 6 primary schools and 2<br />

secondary schools in the ward. The ward has 2 health facilities and 7<br />

business centres. There is 1 project being funded by the Ministry of Gender.<br />

Education: The primary schools in ward 12 are known asChironga, Chitsva,<br />

Domboreshato, Mubvurungwa, Muporeri and St Columbus. The secondary<br />

schools are Chitsva and Chiundu. Chitsva has a total enrolment of 288 of<br />

which 131 are girls, lower than the 157 of boys. Chiundu has a total enrolment<br />

of 725 and 338 are girls.<br />

Health Facilities: The ward has two health facilities known as Mabvurungwa<br />

and Tandi. Both are clinics.<br />

Gender Project: There is only one operational project in the ward which<br />

deals in poultry and is owned by a female.<br />

Animal Health and Management Facilities: The ward has 4 dip tanks<br />

namely Chironga, Deda, Tandi and Mahande.<br />

NGOs: The ward does not have any registered NGOs operating in any sector.<br />

7.3 Ward 13


The ward has a population of 1708 people. Ward 13 has the lowest number<br />

of people in the constituency. The Ward has 1 primary school, 1 secondary<br />

school and 1 clinic.<br />

Education: The primary school in ward 13 is known as Dowa. The<br />

secondary school in the ward is Gwagwadza. The school is a day school<br />

which offers classes up to ‘O’ Level. Gwagwadza has a total enrolment of 249<br />

of which 102 are girls, 45 less than the enrolment of boys.<br />

Health Facilities: Dowa is the only health facility in ward 13. The clinic is<br />

characterised by 2 maternity beds and is owned by council.<br />

Business Centres:<br />

The ward has 2 business centres.<br />

Animal Health and Management Facilities: Ward 13 has 4 dip tanks. The<br />

dip tanks have a census of between 456 and 855.<br />

NGOs: Ward 2 has no registered NGOs operating in it.<br />

Gender Project: There are no projects that are operational in ward 13. The<br />

residents of ward 13 have to be given access to these income generating<br />

projects so that they become self reliant.<br />

Dams: There are however no dams in ward 13.<br />

7.4 Ward 14<br />

This ward has a population of 11683 and has 8 primary schools, 2 secondary,<br />

1 clinic, and 6 dip tanks. The ward has the highest number of primary schools<br />

in the constituency.<br />

Education: The primary schools in ward 14 are St Vincent, Chimuduro,<br />

Chiunya, Chizawana, Madzingidzi, Maungwe, Mutendebvure and Tswatswa.


The secondary schools in ward 14 are Dewedzo and Nyahawa. Dewedzo<br />

has a total enrolment of 412 pupils while Nyahava has 249 pupils. The<br />

schools offer classes up to ‘O’ Level.<br />

Health Facilities: The health facility in ward 14 is Dewedzo Rural Hospital<br />

which is owned by government and has got 7 nurses.<br />

Business Centres: There are 12 business centres in the ward which offer<br />

services mainly of retail to the residents.<br />

Gender Projects: The ward does not have any projects that are sponsored<br />

by the Ministry of Gender. Measure should therefore be taken so that the<br />

residents of ward 14 do not lag behind in developmental programmes<br />

especially in the sector of self help and self reliance.<br />

Animal Health and Management Facilities: Ward 14 has 6 dip tanks<br />

making it one of the wards with the highest number of dip tanks in the<br />

constituency. The dip tanks have a census of between 803 and 1976.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

7.5 Ward 15<br />

The Councilor representing the Ward isfemale. The councilor is one of the 2 female<br />

councilors in the Makoni West constituency. The ward has a population of 8233.<br />

There are 5 primary schools; 4 secondary schools, 2 health facilities, and 6 dip tanks.<br />

Ward 15 has the highest number of secondary schools in the constituency.<br />

Education: The primary schools in ward 15 are known as Bvekerwa, Chiwetu,<br />

Katsenga, St Theresa and Zindoga. The secondary schools in the ward are Katsenga,<br />

Manonga, Nyahonye and St Theresa. None of these secondary schools offer classes<br />

up to ‘A’ Level. Of the four schools, Nyahonye has the least enrolment of 182 pupils.


Health: The ward has 2 health facilities namely;<br />

• Katsenga clinic which is government owned. The clinic is manned by 2<br />

nurses and has 4 maternity beds and 4 general beds at its disposal.<br />

• St Theresa Rural Hospital which is mission owned. The facility is<br />

manned by 5 nurses and has got 8 maternity beds and 47 general<br />

beds. However there is no resident doctor at the rural hospital.<br />

Business Centres: There are 7 business centres in ward 15<br />

Animal health and management facilities:<br />

Ward 15 has 6 dip tanks<br />

Farms: Ward 15 has got 1 commercial farm making the ward agricultural<br />

active.<br />

NGOs: There are no registered NGOs operating in ward 15<br />

Gender Projects: The ward has only 1 operational project that is sponsored<br />

by the Ministry of Gender. The project, which is male owned, deals in paraffin<br />

selling<br />

7.6 Ward 16<br />

The ward has a population of 10355 people. There 7 primary schools, 2<br />

secondary schools, 7 business centres and 2 health facilities.<br />

Education: The 7 primary schools in ward 16 are Cheneka, Chinyadza,<br />

Chiware, Gunda, Muvhimwa, Muziti and Tsangaguru. The secondary schools<br />

are known as Tsangaguru and Tsindi. Tsangaguru secondary school has a<br />

total enrolment of 962, of which 454 are girls and offer classes up to ‘O’ Level.<br />

On the hand Tsindi has atotal enrolment of 319 pupils. Tsindi also offers<br />

classes up to ‘O’ Level.


Business Centres: There are 7 business centres in ward 16<br />

Health facilities: There are 2 health facilities in the ward namely;<br />

• Chinyadza clinic which is mission owned and is manned by 1 nurse.<br />

The clinic has got maternity beds at its disposal.<br />

• Tsangaguru clinic which is council owned and is characterised by 3<br />

maternity beds and 1 general bed.<br />

NGOs: There are no registered NGOs operating in ward 5.<br />

Animal Health and Management Facilities: There are 3 dip tanks in this<br />

ward namely; Mucheke, Gunda and Dzvairo. They have got a census of 1381,<br />

2622 and 1957 respectively.<br />

Gender Projects: Ward 16 has 6 self reliant projects operating in agriculture<br />

and poultry, of which 5 of the projects are owned by women.<br />

Farms: The ward has got 1 commercial farm.<br />

7.7 Ward 24<br />

With a population of 6211, this ward is characterised by 3 primary schools, 2<br />

secondary schools, and 1 health facility.<br />

Education: The primary schools in ward 24 are Mapfuwa, Mupfumi and<br />

Nerwande. The secondary schools in the ward are known as Chamakumbu<br />

and Chemarima and both offers classes up to “O” Level. Chamakumbu has<br />

atotal enrolment of 309 while Chemarima has 286 pupils.<br />

Business Centres:<br />

There are 5 business centres in the ward.<br />

Health Facilities: Ward 24 has 1 health facility known as Masvosva clinic<br />

which is government owned. The clinic has 2 nurses, 4 maternity beds and 1<br />

general bed.

the twenty-three projects sponsored by the Ministry of Gender, 21 are into<br />

poultry while the other 2 are into oil pressing. 4 of the projects are owned by<br />

women.<br />

7.8 Ward 25<br />

The ward has a population of 8338 people. The ward has 3 primary schools, 2<br />

secondary schools and 2 health facilities.<br />

Education: The primary schools in ward 25 are Bandanyenje, Chiduku and<br />

Mavhudzi. The secondary schools are known as Nyakuipa and Zvapungu.<br />

Nyakuipa has a total enrolment of 662 of which 285 are girls. On the other<br />

hand Zvapungu has a total enrolment of 286 of which 132 are girls.<br />

Business Centres: There are 10 business centres in ward 25<br />

Health Facilities:<br />

• Chiduku which is council owned and is and has 4 maternity beds and 2<br />

• Matsika which is also council-owned and has got 3 maternity beds and<br />

NGOs: There are no registered NGOs operating in ward 25.<br />

Gender Projects: Ward 25 is characterised by an absence of projects<br />

sponsored by the Ministry of Gender.<br />

7.9 Ward 26<br />

Ward 26 has a population of 9262 people. The councillor is one of the two<br />

female councillors in the constituency. There are 6 primary schools, 2<br />

secondary schools and there is 1 health facility.<br />

Education: The primary schools in ward 26 are known as Chakuma,<br />

Chinembiri, Gurure, Kadzunge, St Alban and Mupanguri. The secondary<br />

schools are Ruhwerumwe and Ruwombwe. The two offer classes up to ‘O’<br />

Level and of the two Ruhwerumwe has the lowest total enrolment, having only<br />

126 pupils.<br />

Health Facilities: The ward has 1 clinic called Toriro which has got 4<br />

maternity beds and 4 general beds at its disposal.<br />

Animal Health and Management Facilities: There are 3 dip tanks in ward<br />

26. The dip tanks are essential in controlling and mitigating the out break of<br />

animal diseases.<br />

Farms: Ward 26 has got 3 farms. This makes the ward highly active in<br />

commercial farming activities.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender: There are 3 operational projects in ward 26. the projects in this ward<br />

are all into poultry and 1 of the projects is owned by a female while the other<br />

two are cooperatives.<br />

7.10 Ward 27<br />

The ward has a population of 8457 people.


Education: The ward has 5 primary schools called Denzva, Mahere,<br />

Rukweza, Handina and Mbiriri. The ward has got 2 secondary schools known<br />

as Handina and Rukweza. Handina has a total enrolment of 351 while<br />

Rukweza has got 1251 pupils. Both offer classes up to ‘O’ level.<br />

Business centres: There are 4 business centres in ward 27.<br />

Health Facilities: The ward has got 1 health facility known as Rukweza<br />

clinic which has 4 beds for maternity and 4 beds for general purposes at its<br />

disposal. The clinic is council owned.<br />

NGOs:<br />

There are no registered NGOs in the ward.<br />

Gender: There are no operational projects sponsored by the Ministry of<br />

Gender in this ward.<br />

Animal Health and Management Facilities: There are 2 dip tanks in ward<br />

27.<br />

Farms: With 6 farms, the ward has the highest number of farms in the<br />

constituency. The ward is therefore very active in agricultural production.<br />

7.11 Ward 28<br />

Ward 28 has a population of 5127 people. There are 4 primary schools, 1<br />

secondary school and there is 1 health facility in the ward.<br />

Education: The primary schools in ward 28 are Chigora, Matanhire,<br />

Mukamba and Zambuko. The secondary school is known as Mukamba and<br />

offers classes up to ‘O’Level. The secondary school has a total enrolment of<br />

310 pupils of which 127 are girls.<br />

Health Facilities: Ward 28 has got 1 health facility known as Mukamba<br />

clinic which has got 1 general bed and 1 maternity bed. The clinic is owned by<br />

council.


Animal Health and Management Facilities: The ward has 1 dip tank called<br />

Gomo which has a census of 1413.<br />

Dams: Ward 10 does not have any dams.<br />

Farms: There are no farms in ward 28<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender: The ward has 1 project that is sponsored by the Ministry of Gender<br />

and the project deals in poultry.<br />

7.12 Ward 29<br />

Ward 29 has a population of 3866 people. The ward has 2 primary schools, 1<br />

secondary school and no health facilities.<br />

Education: The primary schools in ward 29 are Dumba and St Peters.<br />

Mutungagore is the name of the secondary school in the ward. The school is<br />

a day school which offers classes up to ‘O’ level and has a total enrolment of<br />

590 pupils.<br />

Health Facilities: Ward 29 does not have any health facilities and the<br />

residents have to other wards to access health care.<br />

Animal Health and Management Facilities: There are 2 dip tanks in the<br />

ward.<br />

Dams: Ward 32 does not have any dams.<br />

Farms: The ward also does not have commercial farms.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender Projects: There is an absence of self reliance projects sponsored by<br />

the Ministry of Gender in this ward.


7.13 Ward 30<br />

The Ward has a population of 6361 people. The ward has 4 primary schools,<br />

2 secondary schools and 2 health facilities.<br />

Education: The primary schools that are in ward 30 are Chitenderano,<br />

Mvhezha, Nyamanhindi and Sharara. Sharara Secondary School is the only<br />

secondary in the ward offering classes up to ‘O’ level. The school has got a<br />

total enrolment of 326.<br />

Health Facilities: Ward 30 has got 2 health facilities known as Chikobvore<br />

and Nyamidzi. Chikobvore is served by 1 nurse and has 2 maternity beds and<br />

2 general beds. The clinic is owned by government. Nyamidzi is owned by<br />

council<br />

Animal Health and Management Facilities: There are 2 dip tanks in the<br />

ward called Chitendarano and Nyangombe.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender Projects: There are 7 operational projects sponsored by the Ministry<br />

of Gender in the ward. All the seven are into poultry and all are cooperatives.<br />

Farms: The ward has 2 commercial farms.<br />

7.14 Ward 31<br />

Ward 31 has a population of 6550 people. There are 4 primary schools, 2<br />

secondary schools and there are no health facilities in the ward.<br />

Education: The primary schools in ward 31 are Chikobvere, Chidamunyu,<br />

Nyadzonya and Nzvimbe. The secondary schools in the ward are Nyadzonya<br />

and Nzvimbe which offer classes up to ‘O’ level. Nyadzonya has a total<br />

enrolment of 140 while Nzvimbe has 250 pupils.


Health Facilities: The ward does not have health facilities and the residents<br />

of ward 31 have to travel to other wards to access health services.<br />

Animal Health and Management Facilities: The ward has 4 dip tanks.<br />

Dams: Ward 10 does not have any dams.<br />

Farms: There are no farms in this ward.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender: The ward has got 1 operational project that deals in poultry.<br />

7.15 Ward 35<br />

Ward 35 has a population of 7662 people. The ward is generally<br />

characterised by the absence of basic infrastructure, having no schools and<br />

no health facilities.<br />

Education: There are no schools of any kind in ward 35.<br />

Health Facilities:<br />

The ward does not have health facilities.<br />

Animal Health and Management Facilities: The ward has 2 dip tanks<br />

called Tank 46E and Tank 49E.<br />

Dams: Ward 35 does not have any dams.<br />

Farms: There are no farms in ward 35.<br />

NGOs: There are no registered NGOs operating in this ward.<br />

Gender Projects: The ward does not have any operational projects that are<br />

sponsored by the Ministry of Gender.


7.16 COMMENTS<br />

Ward Population:<br />

The population sizes for the fourteen wards vary from 1 708 people in<br />

ward 13 to 12 422 people in ward 12. Although ward 35 has a<br />

population greater than that of ward 13 it has a critical deficient of<br />

infrastructure, although ward 13 has less infrastructure as compared to<br />

other wards, indicating the relationship that exists between<br />

infrastructural distribution and the population.<br />

Health Facilities:<br />

All the clinics do not have resident doctors. The constituency only have<br />

2 rural hospitals that offer services that are offered by clinics of which<br />

none has a resident doctor, and the residents have to look elsewhere<br />

for specialised treatments.<br />

Education:<br />

The constituency does not have even a single ‘A’ Level school. All the<br />

secondary schools in the constituency offer classes up to ‘O’ Level<br />

therefore forcing the pupils to travel to other schools to access<br />

advanced secondary education.<br />

Farms:<br />

The constituency is characterised by high commercial farming activity,<br />

with 35% of the wards being agricultural zones and comprising of<br />

farms.<br />

7.17 The Recommendations<br />

There is need for: -


• The beefing up of nurses in all clinics to ensure that every person that<br />

needs their services is attended to in time.<br />

• The establishment of ‘A’ level schools in the constituency to ensure<br />

that pupils go further than the ordinary level. There is also a need to<br />

establish secondary schools in ward 35, and a primary school in ward<br />

35 to ensure government policy of near and accessible education.<br />

• The Increase in the number of operational self-reliance projects in<br />

almost all wards to ensure that the residents help themselves in<br />

reducing poverty, in as much as economically empowering the youth<br />

and women. Most of the projects in the constituency are however<br />

owned by women while the greater number is comprised by groups<br />

and cooperatives.<br />

• Gender mainstreaming in local governance. Of the 14 wards, only 2<br />

wards, i.e. wards 15 and 26 have a female councillor, depicting that<br />

women are still lagging behind in decision making. They constitute only<br />

14% of the total ward seats.
