all with responsibility aware of the current design plans. The design of the payload should be<br />
completed in order for a DR to be held. If this is not possible because of schedule<br />
constraints, the review should be held as soon as a design has been completed that is<br />
sufficient to allow a thorough review. <strong>NASA</strong>, NSROC, and customer representatives may<br />
attend the DR and assign action items as necessary<br />
• Pre-DR Process: Should a DR be required, the following process is used to request,<br />
initiate, conduct, document and respond to action items issuing from it:<br />
1) The MM, in conjunction with the PI, schedules the Design Review and<br />
coordinates the Project Team’s preparedness.<br />
2) The NSROC Contractor establishes a Design Review Panel that reviews all<br />
aspects of the mission, vehicle, design, test plan and integration activities.<br />
The Panel consists of NSROC personnel who are not directly involved with<br />
the mission but who have established expertise in the areas of technical<br />
support required for mission success. These include: Flight Performance,<br />
Mechanical Systems, Electrical Systems, Instrumentation Systems, Guidance,<br />
Navigation and Control Systems, Recovery Systems, Launch Vehicle<br />
Systems, and Ground and Flight Safety (<strong>NASA</strong> personnel).<br />
3) The NSROC Mission Manager formally announces the DR, specifying the<br />
subject flight mission, date, time, and place.<br />
• The Design Review Meeting: During the DR, the Mission Team formally and<br />
systematically presents all information necessary to demonstrate that the proposed<br />
design and mission approach can meet all mission and safety requirements. The<br />
customer should be prepared to discuss all details of the scientific instrument design<br />
and interface with the support systems.<br />
The PI Data Package for a Design Review can be found in Appendix D and includes:<br />
• Complete mission and vehicle design information including all subsystems on<br />
the payload and vehicle.<br />
• Complete descriptions of the proposed test plan for the complete payload and<br />
each system associated with the mission<br />
• A listing of all procedures involving hazardous operations, safety-related<br />
issues, and assembly of the launch vehicle and payload.<br />
