schedule is updated and any changes in the design, test plan, procedures, or mission approach<br />

that have occurred since the DR are fully documented and justified.<br />

The customer should be prepared to discuss all aspects of experiment hardware status, test<br />

results, and mission success criteria. A PI Data Package is required; format and content of<br />

this data package are provided in Appendix E.<br />

Should Action items result from the MRR process, it is highly desirable that they be<br />

dispositioned prior to shipping payload hardware or travel of the Mission Team to the field.<br />

<strong>NASA</strong>, NSROC, and customer representatives may attend the MRR and assign action items<br />

as necessary. One major difference between the DR and MRR action items is that if the<br />

MRR action items are not addressed to <strong>NASA</strong>’s satisfaction, <strong>NASA</strong> has the authority to halt<br />

launch operations until this requirement is met. As a final go/no go checkpoint, the SRPO<br />

issues written authorization to the NSROC contractor to proceed with launch operations after<br />

they are satisfied the requirement in question has been met.<br />

If, at the MRR, it becomes evident that a major rework of the payload is required, a second<br />

MRR may be necessary.<br />

2.8 Launch Operations<br />

Following payload integration, testing, and completion of the MRR, the sounding rocket<br />

project proceeds to the final major phase - launch operations. <strong>Sounding</strong> rocket launch<br />

operations are conducted from various launch sites worldwide. These vary from wellestablished<br />

launch ranges to barren temporary facilities outfitted with mobile equipment. A<br />

detailed discussion of launch operations at various domestic, foreign, and mobile launch sites<br />

is included in Section 8 and Appendix J. Section 10 has information regarding the range at<br />

WFF.<br />

2.8.1 Flight Requirements Plan (FRP):<br />

Ninety days prior to arriving at the launch range, the NSROC contractor submits an FRP to<br />

the range detailing all support requirements the launch range must provide for launch and<br />

payload recovery operations. The launch range uses the FRP to plan and coordinate its<br />

support functions. The MM is responsible for ensuring that this document is accurate,<br />

complete, and timely. FRPs are used for launch operations at White Sands Missile Range,<br />

Poker Flat Research Range, and established foreign ranges. For launches at WFF, an<br />

Operations and Safety Directive is used in lieu of an FRP.<br />
