i INDEPENDENT AUDITORS REPORT Municipal Elections Act 1996 Section 78 To Debbie Shields City Clerk We have audited the Statement of Assets and Liabilities as at December 31 2010 and the Statement of Campaign Period Income and Expense and the Statement of Determination of Surplus Peter Rodrigues candidate for the campaign period from April 21 2010 to December 31 2010 relating to the election held on October 25 2010 or Deficit of Candidate s Responsibility for the Financial Statements The candidate is responsible for the preparation and fair presentation accordance with the Municipal Elections Act 1996 Section 78 of these financial statements in and for such internal controls as the candidate determines is necessary to enable the preparation of financial statements that are free from material misstatement whether due to fraud or error Auditors Responsibility Our responsibility is to express an opinion conducted our audit in accordance with Canadian generally accepted auditing standards require that we comply with ethical requirements and plan and perform on these financial statements based on our audit We standards Those the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements The procedures selected depend on the auditors judgment including the assessment of risks of material misstatement of the financial statements whether due to fraud or error In making those risk assessments the auditor considers internal control relevant to the candidate s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances but not for the purposes of expressing an opinion on the effectiveness of the candidate s internal control An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the candidate as well as evaluating the overall presentation of the financial statements We believe that the audit evidence we have obtained is sufficient and appropriate to provide our qualified audit opinion a basis for Basis For Qualified Audit Opinion Due to the nature of the types of transactions inherent in an election campaign it is impracticable through auditing procedures to determine that the accounting records include all donations of goods GAfl4j f7al fGi2 cll Llr y TI1i aP e2ec cnnrn fcrae
