<strong>The</strong> proposed development is contrary to Policy FLD 1 of the Department's<br />
<strong>Planning</strong> Policy Statement 15: <strong>Planning</strong> and Flood Risk, in that it is located<br />
within the flood plain and it does not merit being considered an exception to<br />
the policy.<br />
<strong>The</strong> proposal is contrary to Policy FLD 1 of the Department's <strong>Planning</strong> Policy<br />
Statement 15: <strong>Planning</strong> and Flood Risk, FLD 1, in that the development lies<br />
within a flood plain and as a result, may increase flood risk, will have an<br />
adverse impact on the visual amenity and character of the local landscape and<br />
may adversely impact the features of importance to nature conservation.<br />
<strong>The</strong> proposal is contrary to the Department's <strong>Planning</strong> Policy Statement 2:<br />
<strong>Planning</strong> and Nature Conservation, paragraph 90, in that development would, if<br />
permitted, damage the nature conservation value of the adjacent river corridor<br />
and associated Quoile River and <strong>Down</strong>patrick Marshes Site of Local Nature<br />
Conservation Importance (SLNCI).<br />
<strong>The</strong> proposal is contrary to the Department's <strong>Planning</strong> Policy Statement 3:<br />
Access, Movement and Parking the proposed access would, if permitted,<br />
prejudice the safety and convenience of Road Users since the location of the<br />
access would conflict with the vehicles entering the slip lane to the Asda<br />
Complex.<br />
<strong>The</strong> proposal is contrary to Policy CTY 1 of Draft <strong>Planning</strong> Policy Statement 21,<br />
Sustainable Development in the Countryside in that there are no overriding<br />
reasons why this development is essential and could not be located within a<br />
settlement.<br />
<strong>The</strong> proposal is contrary to Policy CTY 15 of Draft <strong>Planning</strong> Policy Statement<br />
21, Sustainable Development in the Countryside in that the development<br />
would, if permitted, mars the distinction between the defined settlement limit<br />
of <strong>Down</strong>patrick and the surrounding countryside or that otherwise results in<br />
urban sprawl.<br />
<strong>The</strong> proposal is contrary to Polcy IBD 1 & Policy IBD 6 of Draft <strong>Planning</strong> Policy<br />
Statement 4, Industry, Business and Distribution in that it does not fit into any<br />
of the exceptions for Development in the Countryside.<br />
<strong>The</strong> proposal is contrary to Policy CON 2 of the Ards and <strong>Down</strong> Area Plan 2015<br />
in that development would, if permitted, be liable to adversely affect the<br />
environmental quality, integrity or character of LLPA 1.
