These guidelines have informed the development <strong>of</strong><br />
<strong>Montague</strong> Precinct Structure Plan to ensure that the<br />
fine grained active heritage and character laneways<br />
within the Precinct are revitalised and preserved.<br />
Community Facilities<br />
Community Hubs Strategy (2004)<br />
The Community Hubs Strategy recognises the value<br />
and potential community facilities to provide<br />
opportunities for community participation and to<br />
contribute to social cohesion and well-being.<br />
A community hub is described as a hive <strong>of</strong> related<br />
activities that are located together or close to each<br />
other in order to share resources, audiences and<br />
target groups.<br />
Community hubs can contribute to an accessible<br />
service and activity network linked to other major<br />
activity areas within the city.<br />
Council’s policy goal is to lead and promote the<br />
development <strong>of</strong> a sustainable network <strong>of</strong> planned,<br />
integrated and flexible community hubs providing<br />
services, activities and community spaces, in identified<br />
areas across the municipality.<br />
Principles<br />
The Strategy is guided by the following principles:<br />
• Accessible and equitable service provision for all<br />
ages, abilities and social and cultural backgrounds.<br />
• Improved opportunities for social cohesion and<br />
well-being through our community hubs.<br />
• Maximized community engagement and<br />
effectiveness <strong>of</strong> community facilities.<br />
• Maximized functionality <strong>of</strong> community facilities.<br />
• Optimized use <strong>of</strong> existing Council and other<br />
community infrastructure.<br />
These principles have informed the development <strong>of</strong><br />
the Plan. A key aim in the Precinct is to ensure that<br />
the accessible and diverse community services and<br />
facilities are available to contribute to liveability and<br />
foster community connections.<br />

Toward Zero is a strategic framework outlining<br />
Council’s responsibilities in enabling and fostering<br />
local sustainability outcomes. It includes the<br />

Toward Zero informs the Structure Plan with an aim<br />
to adopt targets to reduce emissions and<br />
unsustainable resource use through the entire life<br />
cycle <strong>of</strong> buildings and infrastructure within the<br />
Precinct.<br />
