Minutes <strong>of</strong> <strong>the</strong> General Assembly 2012<br />
Minutes <strong>of</strong> Session 2 <strong>of</strong> <strong>the</strong> 2012 General Assembly<br />
Rotorua Boys’ High School, Pukuatua St, Rotorua<br />
Thursday 4 October, 7.00 pm<br />
The Moderator constituted <strong>the</strong> new session with prayer.<br />
The Moderator welcomed commissioners to <strong>the</strong> Assembly. He acknowledged in<br />
particular those ministers and elders who were attending <strong>the</strong>ir first Assembly and<br />
overseas guests.<br />
Introduction and Standing Orders<br />
The Rev Brett Johnstone and Mrs Margie Apa, Assembly Business Work Group<br />
Conveners, explained Assembly procedures.<br />
Mr Johnstone moved, it was seconded and agreed:<br />
[12.003] That <strong>the</strong> reports and proposals printed in <strong>the</strong> Assembly Reports and<br />
Extra Reports be received and be <strong>the</strong> working documents <strong>of</strong> this<br />
Assembly.<br />
Mr Johnstone moved, it was seconded and agreed:<br />
[12.004] That <strong>the</strong> standing orders be accepted as standing orders for this<br />
Assembly.<br />
Mr Johnstone moved an amendment to standing orders, and this was seconded:<br />
[12.116] That <strong>the</strong> following additions to <strong>the</strong> standing orders be adopted by <strong>the</strong><br />
Assembly and incorporated into <strong>the</strong> standing orders for this Assembly:<br />
Addition to standing order 35:<br />
i) That <strong>the</strong> vote be taken by calling <strong>of</strong> <strong>the</strong> roll in accordance with<br />
standing order 44a.<br />
Addition to standing order 36:<br />
All procedural motions will be lost unless <strong>the</strong>re is a 60 percent majority<br />
<strong>of</strong> those voting in favour. All <strong>the</strong> motions are moved and seconded with<br />
no speeches and <strong>the</strong>re is no debate. 35 (e), (f), (g), (h) and (i) can only<br />
be moved by someone who has not spoken in debate. In case <strong>of</strong> (h)<br />
being carried, <strong>the</strong> Assembly moves to <strong>the</strong> next business without fur<strong>the</strong>r<br />
discussion.<br />
New standing order:<br />
44a If <strong>the</strong> procedural motion “That <strong>the</strong> vote be taken by calling <strong>of</strong> <strong>the</strong> roll”<br />
is passed <strong>the</strong> names <strong>of</strong> members arranged in Presbyteries/UDCs are<br />
called one by one, each member’s vote being recorded. The votes are<br />
<strong>the</strong>n totaled and announced by <strong>the</strong> Moderator. For <strong>the</strong> purpose <strong>of</strong><br />
recording <strong>the</strong> vote, <strong>the</strong> clerk, deputy clerks, and scrutineers will be <strong>the</strong><br />
recorders.<br />
The amendment was carried and became <strong>the</strong> substantive motion.<br />
The substantive motion was agreed.<br />
