Minutes <strong>of</strong> <strong>the</strong> General Assembly 2012<br />
Minutes <strong>of</strong> Session 3 <strong>of</strong> <strong>the</strong> 2012 General Assembly<br />
Rotorua Boys’ High School, Pukuatua St, Rotorua<br />
Friday 5 October, 8.30 am<br />
The session was constituted with prayer and worship.<br />
Role <strong>of</strong> <strong>the</strong> Moderator <strong>of</strong> <strong>the</strong> General Assembly<br />
The Very Rev Garry Marquand and <strong>the</strong> Rev Emma Keown presented matters for<br />
discussion in dialogue groups.<br />
Mr Marquand moved en bloc, it was seconded:<br />
[12.020] That <strong>the</strong> Moderator <strong>of</strong> <strong>the</strong> General Assembly be affirmed as <strong>the</strong> mission<br />
leader <strong>of</strong> <strong>the</strong> <strong>Church</strong>.<br />
[12.021] That <strong>the</strong> Assembly calls its Moderator to a four-year, full time-role, which<br />
may include moderating more than one General Assembly.<br />
[12.022] That <strong>the</strong> Assembly recognise that <strong>the</strong> role <strong>of</strong> <strong>the</strong> Moderator is to:<br />
(a) Moderate <strong>the</strong> General Assembly.<br />
(b) Lead and inspire <strong>the</strong> <strong>Church</strong> in God’s mission, expressing its<br />
vision, beliefs, values and mission direction to congregations<br />
and to <strong>the</strong> wider community, religious and secular, national and<br />
international.<br />
(c) Encourage <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> <strong>Church</strong>’s mission strategy.<br />
(d) Represent <strong>the</strong> <strong>Church</strong> at formal occasions in <strong>the</strong> wider<br />
community.<br />
(e) Undertake o<strong>the</strong>r duties as set out in Book <strong>of</strong> Order, Sections<br />
14.16 and 14.17.<br />
[12.023] That a Moderatorial Commission (MC) be established as a standing<br />
commission <strong>of</strong> Assembly, led by <strong>the</strong> Moderator, to discern <strong>the</strong> missional<br />
direction <strong>of</strong> <strong>the</strong> <strong>Church</strong> and lead its implementation.<br />

(b)<br />
That <strong>the</strong> following are <strong>the</strong> duties <strong>of</strong> <strong>the</strong> Moderatorial<br />
Commission:<br />
(i) To act as Commission <strong>of</strong> <strong>the</strong> Assembly, in discerning God’s<br />
call to <strong>the</strong> <strong>Church</strong> in mission, and, with <strong>the</strong> Moderator,<br />
provide leadership.<br />
(ii) To research trends within <strong>the</strong> <strong>Presbyterian</strong> <strong>Church</strong>, New<br />
Zealand churches and wider society, to provide in-depth<br />
analysis which will inform <strong>the</strong> strategic missional direction<br />
<strong>of</strong> <strong>the</strong> <strong>Church</strong>, as formulated by <strong>the</strong> General Assembly<br />
through <strong>the</strong> Council <strong>of</strong> Assembly.<br />
(iii) To advise <strong>the</strong> Assembly Executive Secretary, Council <strong>of</strong><br />
Assembly, <strong>the</strong> Service Team Leaders, task groups and<br />
work groups <strong>of</strong> <strong>the</strong> Assembly, and presbyteries in <strong>the</strong><br />
implementation <strong>of</strong> <strong>the</strong>se strategic mission directions.<br />
(iv) To equip presbyteries and synods in <strong>the</strong>ir oversight <strong>of</strong><br />
congregational mission (ref BOO 8.4 (1) (a)).<br />
(v) To act as a search committee for Moderator Designate <strong>of</strong><br />
<strong>the</strong> General Assembly.<br />
(vi) To employ (call) <strong>the</strong> Moderator on behalf <strong>of</strong> <strong>the</strong> <strong>Church</strong>.<br />
That <strong>the</strong> membership <strong>of</strong> <strong>the</strong> Moderatorial Commission be:<br />
