Chairman of Stewards<br />
Function<br />
The activities of the Stipendiary<br />
Stewards include:<br />
• Ensuring the welfare of the<br />
racehorse,<br />
• Officiating at all race meetings<br />
and official trials in <strong>NSW</strong>,<br />
• Attending and supervising<br />
trackwork,<br />
• Conducting track and stable<br />
inspections,<br />
• Administering drug testing<br />
operation,<br />
• Addressing rider, track and horse<br />
safety issues,<br />
• Conducting inquiries into race<br />
rides & conduct of licensed<br />
persons,<br />
• Investigating wagering activities,<br />
• Investigating the use of<br />
prohibited substances.<br />
Personnel Changes<br />
Former Deputy Chairman Kim Kelly<br />
on 1 August 2002 took up a<br />
position as Deputy Chairman on<br />
the Hong Kong Jockey Club<br />
Stewards Panel with Stipendiary<br />
Steward Greg Rudolph being<br />
appointed to fill Kim Kelly's role.<br />
Senior Steward Philip Dingwall in<br />
May 2003 became Chief Steward<br />
with the Malaysian <strong>Racing</strong><br />
Association. Long-serving Steward<br />
Larry Morrison announced his<br />
retirement in February 2003. Jim<br />
Walshe (SERA) and Raymond<br />
Livingstone (CWRO) rejoined the<br />
metropolitan panel. Geoffrey<br />
Hausfeld (H&NWRA) took up the<br />
appointment of Chief Steward<br />
CRWO following James Perry's<br />
appointment as Manager, Stewards<br />
Division, <strong>NSW</strong> Greyhound <strong>Racing</strong>.<br />
Drew Smith (CWRO) and Todd<br />
Smith (SERA) took up Deputy Chief<br />
Steward positions, and trainees<br />
Andrew Ray (Southern Districts<br />
<strong>Racing</strong> Association) and Craig<br />
Pringle (CWRO) were appointed to<br />
country panels. During the year<br />
trainee/cadet Stewards Mark<br />
Holloway, Jamie Dart, Brett Scelly<br />
and Andrew Hayles joined the<br />
metropolitan ranks.<br />
Visiting officials<br />
W. Delantey (WATC), M. Santoro<br />
(AA), D. Durant and R. de Kok<br />
(Jockey Club of South Africa) W.<br />
Nunneley and Phillip Tucker (UK<br />
Jockey Club) plus officials from<br />
Ireland, Malaysia and Korea.<br />
Industry Training<br />
A number of younger panel<br />
members have commenced the<br />
<strong>NSW</strong> TRB Diploma of <strong>Racing</strong><br />
Administration course. At the State<br />
Stewards conference panel<br />
members heard addresses from<br />
Det. Sgts Greg Berry and Matt Riley<br />
on evidence gathering and appeal<br />
presentation. Ms Nicky Vance,<br />
Program Manager to the 2000<br />
Sydney Olympic Games, spoke on<br />
sample collection and drug control<br />
programs. Mark Van Gestel spent a<br />
few weeks in June in Japan attending<br />
an Asian <strong>Racing</strong> Federation Study<br />
Program.<br />
Conferences & Tribunals<br />
Chairman Ray Murrihy during the<br />
year represented the <strong>NSW</strong> TRB<br />
Stewards at the National Chairmen<br />
of Stewards Advisory Group<br />
conference in Adelaide and, in<br />
addition, represented that group on<br />
the National Equine and Integrity<br />
Welfare Advisory Group and the<br />
Australian Rules Review Advisory<br />
Group. Ray Murrihy also gave an<br />
address at the Australasian <strong>Racing</strong><br />
Appeals Conference.<br />
Deputy Chairman Mr Greg Rudolph<br />
represented the TRB on the ARB<br />
Working Party for the Welfare of<br />
Jockeys. In addition, he gave an<br />
address at the Conference of <strong>Racing</strong><br />
Training Australia.<br />
New Developments<br />
• Out-of-competition testing – at<br />
all major centres,<br />
• Non-raceday medication rule,<br />
• Riders Advisory Panel – to assist<br />
in the development of<br />
apprentices,<br />
• Horses – development of<br />
Windows-based computerised<br />
horse and licensee data records,<br />
• Website – display of all Stewards<br />
reports around the State,<br />
• Patrol videos – introduction of<br />
digital technology and upgrade<br />
of towers at Royal Randwick and<br />
Wyong.<br />

addressed through liaison with a<br />
