5.0 <strong>Advocacy</strong> Forum - RQIA<br />

RQIA <strong>in</strong> recognis<strong>in</strong>g the importance <strong>of</strong> this work <strong>in</strong> relation to mental health <strong>and</strong><br />

learn<strong>in</strong>g disability <strong>in</strong> particular, set up an <strong>Advocacy</strong> Forum <strong>in</strong> 2009. A scop<strong>in</strong>g<br />

exercise was conducted <strong>and</strong> all organisations provid<strong>in</strong>g advocacy services were<br />

visited by their designated <strong>Mental</strong> <strong>Health</strong> Officer (RQIA). Details <strong>of</strong> the provider<br />

organisations, its staff, <strong>and</strong> the volume <strong>and</strong> type <strong>of</strong> activity <strong>in</strong>volved were established<br />

<strong>and</strong> recorded.<br />

The establishment <strong>of</strong> a relationship with advocates has assisted <strong>of</strong>ficers <strong>in</strong> them<strong>in</strong>g<br />

their <strong>in</strong>spection activity <strong>and</strong> embedded user <strong>in</strong>volvement <strong>in</strong> the activity <strong>of</strong> the MHLD<br />

Programme <strong>of</strong> Care. The majority <strong>of</strong> people currently work<strong>in</strong>g as advocates have<br />

personal experience <strong>of</strong> mental health services either as a user or carer. The RQIA<br />

<strong>Advocacy</strong> Forum quality assured the <strong>in</strong>spection methods used by the MHLD team<br />

<strong>and</strong> provided comments on questionnaires used by the <strong>in</strong>spectors to determ<strong>in</strong>e the<br />

quality <strong>of</strong> care provided.<br />

RQIA aims to establish a positive, reciprocal <strong>and</strong> endur<strong>in</strong>g relationship with service<br />

users. The existence <strong>of</strong> the forum further evidences RQIA personal <strong>and</strong> public<br />

<strong>in</strong>volvement activities. Meet<strong>in</strong>gs with advocates were held <strong>in</strong> February <strong>and</strong> July 2009<br />

specifically to gauge their views on a proposed „Open Surgery „Review.<br />

This resulted <strong>in</strong> advocates be<strong>in</strong>g <strong>in</strong>vited to discuss how they could work with RQIA to<br />

maximise the uptake <strong>of</strong> <strong>in</strong>terviews <strong>and</strong> agree the aims <strong>and</strong> objectives <strong>of</strong> the forum.<br />

Their participation <strong>in</strong> facilitat<strong>in</strong>g practical arrangements was discussed <strong>and</strong> their help<br />

was <strong>in</strong>valuable <strong>in</strong> target<strong>in</strong>g some <strong>of</strong> the wards visited by <strong>in</strong>spectors.<br />

5.1 Facilitation <strong>of</strong> <strong>Advocacy</strong> Forum<br />

The <strong>Advocacy</strong> Forum is comprised <strong>of</strong> a number <strong>of</strong> voluntary organisations <strong>in</strong>clud<strong>in</strong>g<br />

Praxis, Northern Irel<strong>and</strong> Association for <strong>Mental</strong> <strong>Health</strong> (NIAMH), M<strong>in</strong>dWise, Irish<br />

<strong>Advocacy</strong> Network (IAN), Life After <strong>Mental</strong> <strong>Health</strong> Problems (LAMP), Foyle<br />

Advocates, CAUSE, Bryson House, MENCAP, Alzheimer‟s Society <strong>and</strong> Disability<br />

Action. This forum is facilitated by a nom<strong>in</strong>ated RQIA responsible mental health<br />

<strong>of</strong>ficer. The RQIA <strong>of</strong>ficer has a remit to develop Public <strong>and</strong> Personal Involvement<br />

with<strong>in</strong> the Programme <strong>of</strong> Care <strong>and</strong> was <strong>in</strong>volved <strong>in</strong> <strong>in</strong>itial meet<strong>in</strong>gs <strong>and</strong> <strong>in</strong> the annual<br />

review <strong>of</strong> the effectiveness <strong>of</strong> the Forum. At the last review, advocates spoke <strong>of</strong> the<br />

noted improvement <strong>in</strong> their ability to ga<strong>in</strong> <strong>in</strong>formation <strong>and</strong> acceptance from ward staff<br />

as a direct result <strong>of</strong> the positive work<strong>in</strong>g relationship with RQIA, <strong>and</strong> the<br />

recommendations made by <strong>Mental</strong> <strong>Health</strong> Officers follow<strong>in</strong>g <strong>in</strong>spections <strong>of</strong> wards.<br />

RQIA is able to call on advocates directly <strong>in</strong> relation to specific patient issues. This<br />

provides an extra assurance that issues will be dealt with appropriately once RQIA<br />

leaves the site <strong>of</strong> <strong>in</strong>spection.<br />
