5.2 Outcomes to date<br />

Outcomes to date have <strong>in</strong>cluded shar<strong>in</strong>g <strong>of</strong> best practice, shar<strong>in</strong>g <strong>of</strong> RQIA‟s planned<br />

<strong>in</strong>spection activity, gett<strong>in</strong>g <strong>in</strong>put to RQIA processes, discussion <strong>of</strong> <strong>in</strong>dividual<br />

concerns, <strong>and</strong> <strong>in</strong>volvement <strong>in</strong> DHSSPS activities <strong>in</strong> relation to advocacy.<br />

Given the importance <strong>of</strong> advocacy <strong>in</strong> advanc<strong>in</strong>g the human rights <strong>of</strong> service users,<br />

RQIA entered <strong>in</strong>to dialogue with NITA, the National Institute for Trial <strong>Advocacy</strong> who<br />

provided Advanced <strong>Advocacy</strong> tra<strong>in</strong><strong>in</strong>g through the Law Society <strong>and</strong> Institute <strong>of</strong><br />

Pr<strong>of</strong>essional legal Studies.<br />

NITA agreed to philanthropically engage <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g course, given its importance<br />

<strong>in</strong> Northern Irel<strong>and</strong>, <strong>and</strong> with RQIA developed a tra<strong>in</strong><strong>in</strong>g programme for 24 lay<br />

advocates <strong>in</strong> Belfast <strong>in</strong> May 2010.<br />

From 1 October 2010 to 31 December 2011 RQIA completed 54 <strong>in</strong>spections <strong>of</strong><br />

<strong>Mental</strong> <strong>Health</strong> wards <strong>and</strong> 23 <strong>in</strong>spections <strong>of</strong> Learn<strong>in</strong>g Disability wards focus<strong>in</strong>g on the<br />

human rights theme <strong>of</strong> fairness. One <strong>of</strong> the expectation statements under this theme<br />

is that <strong>Advocacy</strong> <strong>Services</strong> are available to all patients. F<strong>in</strong>d<strong>in</strong>gs from the <strong>in</strong>spections<br />

<strong>of</strong> <strong>Mental</strong> <strong>Health</strong> wards <strong>in</strong>dicate that 87% <strong>of</strong> these facilities required<br />

recommendations made <strong>in</strong> respect <strong>of</strong> the need to consider the provision <strong>of</strong> advocacy<br />

services for patients. Of the Learn<strong>in</strong>g Disability wards <strong>in</strong>spected 87% had<br />

recommendations made <strong>in</strong> relation to the need for development <strong>of</strong> <strong>Advocacy</strong><br />

<strong>Services</strong>. In cases where users were not fully capable <strong>of</strong> represent<strong>in</strong>g themselves<br />

effectively, <strong>in</strong>spectors recommended that an advocacy service is provided.<br />
