The Scottish Welfare Commission has produced detailed guidance for<br />

commissioners <strong>and</strong> providers <strong>of</strong> advocacy services <strong>in</strong> respect <strong>of</strong> “Good practice<br />

Guidance for work<strong>in</strong>g with <strong>in</strong>dependent advocates” (February 2009).<br />

<strong>Health</strong> Improvement Authority Wales (HIW) has not as yet reported on any f<strong>in</strong>d<strong>in</strong>gs<br />

relat<strong>in</strong>g to advocacy services <strong>in</strong> mental health or learn<strong>in</strong>g disability services.<br />

3.2 Northern Irel<strong>and</strong> Perspective<br />

Effective advocacy services have the potential to contribute to a number <strong>of</strong> strategic<br />

goals for health <strong>and</strong> social care that ultimately promote wider equality <strong>and</strong> human<br />

right objectives. These <strong>in</strong>clude:<br />

Social Inclusion <strong>and</strong> justice;<br />

<strong>Health</strong> improvement <strong>and</strong> well-be<strong>in</strong>g;<br />

Reduc<strong>in</strong>g <strong>in</strong>equalities <strong>in</strong> health <strong>and</strong> well-be<strong>in</strong>g;<br />

Personal <strong>and</strong> public <strong>in</strong>volvement;<br />

Safeguard<strong>in</strong>g adults; <strong>and</strong><br />

Bamford Review/Modernis<strong>in</strong>g <strong>Mental</strong> <strong>Health</strong> <strong>and</strong> Learn<strong>in</strong>g Disability <strong>Services</strong><br />

(<strong>in</strong>clud<strong>in</strong>g proposed <strong>Mental</strong> Capacity legislation).<br />

Currently, there is an array <strong>of</strong> advocacy services be<strong>in</strong>g provided by a range <strong>of</strong> ma<strong>in</strong>ly<br />

community <strong>and</strong> voluntary organisations <strong>and</strong> groups across Northern Irel<strong>and</strong>, all <strong>of</strong><br />

whom receive fund<strong>in</strong>g from a variety <strong>of</strong> sources, <strong>in</strong>clud<strong>in</strong>g the statutory sector. As a<br />

result, a wealth <strong>of</strong> experience <strong>and</strong> skills has already been built up <strong>in</strong> relation to<br />

advocacy services.<br />

However, <strong>in</strong> terms <strong>of</strong> what is commissioned by the statutory sector, exist<strong>in</strong>g provision<br />

is patchy, with some HSC Trusts hav<strong>in</strong>g more established arrangements <strong>in</strong> place<br />

than others e.g. Belfast <strong>and</strong> Northern HSC Trusts. There is also evidence <strong>of</strong> some<br />

regional commission<strong>in</strong>g <strong>of</strong> advocacy services by the DHSSPS <strong>and</strong> the HSC Board.<br />
