ORDER :
The Govt. of India passed the NREGAs Act on September-2005 and launched
new centrally sponsored National Rural Employment Guarantee Scheme
(NREGS). Centrally Sponsored Scheme NFFWP has been merged into NREGA
Scheme. Nine Districts of Gujarat State i.e. Dahod, Dangs, Panchmahal, Narmada,
Banaskantha, Sabarkantha, Bharuch, Navsari & Valsad are notified for the NREGA.
The objective of the Scheme is provide for the enhancement of livelihood security of
household in the rural area of the country by providing at least 100 days of
guaranteed wage employment in a financial year to every household whose adult
members volunteer to do unskilled manual work.
The programme will be implemented as a centrally sponsored scheme on cost
sharing basis between the central and the state in the ratio of 90:10 basis. A
provision of Rs.1836.00 lakhs is made for NREGS in the State Budget for the year
2007-08.
The Govt. of India Ministry of Rural Development, Department of Rural
Development, New Delhi's letter No. No.J-24011/46/2005-NFFWP/NREGA,
Dt.20/3/2006 has instructed to transfer "All unutilized balances with executing /

implementing agencies on 1.4.2006 shall be deemed to be resources under NREGA
and continuing works deemed as NREGA works to be completed as per NREGA
guidelines for employment of labour and contribution of the state share".
So as per the above Govt. of Gujarat has to release state share in the ratio of
90:10 for unspent balance of NFFWP transfer to NREGA Scheme. The following
unspent balance of Rs.2061.67 lakhs of NFFWP was transferred to NREGA Scheme
as per the information given by the DRDA Dahod & Panchmahal.

The State Govt. of Gujarat is supposed to release Rs.22907000/- as it's
matching share against transferred of unspent balance of NFFWP. The
Commissionerate, Rural Development, Gujarat State is pleased to release the grant
of Rs.22907000/- (Rs. Two crore twenty nine lakh seven thousand only) to the
District Rural Development Agencies as shown in the below Statement for the
implementation of Scheme "National Rural Employment Guarantee Scheme" for
current financial year 2007-2008.

The above grant is released with conditions stated below.
1. The grant is towards the plan expenditure and will be utilized for approved
items of works subject to the conditions laid down in the guidelines under the
programme of NREGA. No deviation from the provisions of the guidelines is
permissible.
2. Any unutilized fund out of NFFWP as on 2 nd February 2006 will become part
of National Rural Employment Guarantee Act (NREGA) and will be utilize
together with the fund released now as per the guidelines of NREGA and
instruction on the subject from the Govt. of India and in accordance with
Gujarat EGS.
3. The fund to the implementing agencies will be released immediately on the
sanction of the works either in full of in installments in accordance with

NREGA guidelines and instruction on the subject for the Govt. of India and in
accordance with Gujarat EGS.
4. The expenditure on implementation of NREGA with regard to 40% material
component which also includes wages of skilled and semi skilled labour is to
be shared on 75:25 basis between the center and the state govt.
respectively.
The Accounts Officer (Class II) Commissioner of Rural Development, Gujarat
State, Gandhinagar is authorized to draw the said amount from District Treasury
Office, Gandhiangar and also authorized to countersigned the bills. The relevant
amount may please be at the disposal of Director, District Rural Development
Agencies concerned by Crossed Demand Draft.
The said amount should be credited in the SAVING ACCOUNTS in Nationalised
/ Regional Rural Bank by respective Director, District Rural Development Agencies.
The Utilisation Certificate for the same are also to be send duly audited in prescribed
proforma.
The grant should be debited to the following budget head.
