To enhance cooperation amongst Marine Board<br />
Member Organisations involved in fleet management,<br />
recommendations have been developed towards:<br />
– National authorities, as main funding bodies, to<br />
promote and support co-ownership with the associated<br />
long lead time (e.g. three to five years), to launch<br />
or to reinforce national equipment pools and to open<br />
possibilities to barter/charter national fl eets.<br />
– Marine Board to promote and catalyse the integration<br />
of the use of <strong>European</strong> fleets; its Member<br />
Organisations to find ways and means to enhance<br />
coordination of fleets and equipment scheduling,<br />
to launch transnational technical teams for deployment<br />
of heavy equipment, and to elaborate together<br />
proposals, on inter-operability for instance, and to<br />
present them to the <strong>European</strong> Commission.<br />
– <strong>European</strong> Union, through the offices of the<br />
<strong>European</strong> Commission, to promote and secure the<br />
research fleets component in the ESFRI (<strong>European</strong><br />
Strategic Forum for <strong>Research</strong> Infrastructure) roadmap<br />
and in the FP7 specific programmes; to support<br />
proposals for new infrastructure projects dedicated<br />
for instance to inter-operability;<br />
– Existing <strong>European</strong> structures especially:<br />
• the OFEG (<strong>Ocean</strong> Facilities Exchange Group)<br />
to become the forum for Global and <strong>Ocean</strong> class<br />
<strong>Research</strong> Vessels and associated major equipment;<br />
• the ERVO (<strong>European</strong> <strong>Research</strong> Vessel Operators)<br />
group to act as the Regional class forum and so<br />
to help to safeguard the <strong>European</strong> Regional class<br />
fleets;<br />
• Eur<strong>Ocean</strong>, the internet portal, to be more active for<br />
data dissemination concerning present and future<br />
research fleets.<br />
The majority of these <strong>European</strong> structures also participate<br />
in the MarinERA ERA-NET project, which<br />
provides a platform to incubate OFWG recommendations<br />
and to initiate their implementation.<br />
In that sense, a step by step process could be launched<br />
by a core group of managers to further develop the<br />
proposals: the key point is to highlight the efficiency<br />
and perspectives of <strong>European</strong> integration of research<br />
fleets.<br />
