City of North Miami Beach Continuing Contract for Professional Services RFQ#2012-10 Approach and Methodology CALTRAN understands that the City of North Miami Beach requires the consultant to be able to provide an as on-needed basis services that include but not limited to traffic studies; traffic calming studies; parking studies; signing and pavement markings; traffic data collection; traffic and transportation engineering; data analysis; roadway design, intersection re-design; preparation of conceptual improvement plans; present reports and recommendation through final traffic engineering reports that will provide recommendations for City officials and respond to public concerns. Anticipating the potential needs of the City of North Miami Beach we are committing a large number of staff resources that can be organized into multiple parallel teams to execute several large assignments simultaneously. CALTRAN’s administration and management of this contract above all others is based on the following elements: Complete understanding of the technical requirements and focus in a single area of interest Objective to supply and expedite concurrent or multiple activities Organization to provide flexibility Experienced staff to resolve unique issues through the most innovative solutions Staff that will be available day/night to meet with stakeholders at their request First hand access to state-of-the-art technology Sheer resolution and commitment to serve the City of North Miami Beach. CALTRAN is based on a proactive leadership that strives for customer satisfaction, achievement and success. CALTRAN is conscientious that timeliness and effectiveness to response to each of the task within is imperative for this important contract without overextending administrative costs. CALTRAN considers that an essential element for this contract is to maintain direct lines of communication that will allow the sharing of ideas, experience, technology, and sensitivity to current economical constrains without affecting quality of services render to City of North Miami Beach. Quality Control: CALTRAN recognizes the importance of a superior quality product and the need of a systematic QA/QC plan to assure excellence and client satisfaction. CALTRAN’s Quality Control Plan is based on the ability to provide the finest product that will be extensively reviewed for facts, evidence, errors and omissions through a Total Quality Management Strategy. A detailed QA/QC plan is applied to each task to identify, coordinate responsibilities, and describe the procedures and standards to be utilized. This plan facilitates independent checks, reviews, verification of all data, as well as, standard compliance for the proper coordination, and production documents as part of the contract. City of North Miami Beach Continuing Contract for Professional Services RFQ#2012-10 Coordination and Communication: CALTRAN’s project manager Mr. Calderon will be available to meet the project-stakeholders at their request without over-extending the budget. He will insure that each request must be evaluated accordingly to the methods adopted by FDOT. We also developed an administrative plan to provide the city with clear lines of communication. CALTRAN considers that an essential element is to maintain direct lines of communication that will allow sharing of ideas, experience, and use of technology, as well as, providing high quality services to the City of North Miami Beach. Mr. Calderon will to develop schedules, organize subgroups for additional tasks, and track all progress in various work orders that will enhance the efficiency in fund allocations. Mr. Calderon’s conflict resolution process pushes our Team to examine goals in close detail, help to understand critical components, sharpen focus, and enhance effectiveness. Scheduling: CALTRAN is committed to provide the City of North Miami Beach with a high quality project by meeting the City of North Miami Beach’s schedule and budget requirements, as well as, assign the most qualified and dependable staff to carry out the work required under this project. CALTRAN’s staff understands that a schedule is intended not only for the consultant, but also for the City to coordinate their resources for reviewing submittals and for reporting to other City members. CALTRAN values the importance of meeting milestone dates, review dates, and final submittal dates. As an example below is a proposed schedule prepared based on previous experience for a corridor master plan reflect time frame for data collected, vision developing, strategy development. Each phase will be assessed considering the timeframes that the City requires being flexible and adaptable to provide the cost effective solutions. Cost Control: It is CALTRAN’s policy to provide the most of value engineering concepts through costeffectiveness for the conditions given. CALTRAN has demonstrated these capabilities on previous projects of this type. Internal cost control is also provided through a custom accounting system software, which tracks project costs and provides project performance and billing information. Safety: In South Florida there is a constant increase in vehicular traffic, therefore our staff has been trained to become intimately familiar with roadway conditions and characteristics, and to be capable to assess and mitigate situations that may put them at risk.
