The long term vision can also assist RDNO to prepare for future needs <strong>of</strong> the<br />
community.<br />
6.1.1 Vision Statement<br />
The main point is that a <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> is a guide. It is not static and it does not<br />
last forever. The recommendations made here are the best advice for the current<br />
conditions and current vision for the future. Based on the input received and<br />
the participation at the public meetings, the following paragraph represents the<br />
collection <strong>of</strong> visions presented by the community:<br />
The <strong>Kingfisher</strong> Community will remain an area known for its pristine<br />
environment, strong environmental values vibrant community spirit and<br />
natural beauty. These attributes will continue to draw new residents and<br />
visitors to the area as they have throughout the history <strong>of</strong> <strong>Kingfisher</strong>. The<br />
community needs to ensure that a balance is achieved between the existing<br />
rural lifestyle and the growing recreational and residential pressures.<br />
Actions are required to ensure that none <strong>of</strong> the attributes that make the<br />
community a great place are lost to the pressures <strong>of</strong> growth. Principles<br />
<strong>of</strong> sustainability need to be applied with regard to infrastructure, public<br />
amenities, access to natural resources, future land uses and impacts on the<br />
environment.<br />

6.2 Environmental Issues<br />
6.2.1 Monitor Water<br />
Water monitoring is currently done on a relatively ad hoc basis, other than the<br />
regulatory requirements for the Mabel Lake Water System. The Westside residents<br />
association has been doing annual testing and has been able to increase<br />
the number <strong>of</strong> samples due to funding <strong>of</strong> the testing by Interior Health Authority.<br />
The Lower Shuswap River Inventory and Mapping study will provide an excellent<br />
baseline study for aquatic and riparian habitat values but will not necessarily<br />
include water quality testing. RDNO should <strong>of</strong>fer to be the keeper <strong>of</strong> records<br />
collected to date and should be the catalyst to make sure regular water testing,<br />
at least annually, from a set number <strong>of</strong> sites is provided to IHA. Furthermore, the<br />
results <strong>of</strong> this testing should be made available through the RDNO website or<br />
coordinated through the <strong>Kingfisher</strong> Hall society for availability to the community.<br />
6.2.2 Use SHIM and FIM to Supplement DP Process<br />
The results <strong>of</strong> the Lower Shuswap River Inventory and Mapping study will include<br />
a detailed inventory mapping <strong>of</strong> Sensitive Habitat Inventory and Mapping (SHIM)<br />
and Foreshore Inventory and Mapping (FIM). The mapping and inventory will<br />
include an evaluation that will indicate where the most sensitive or valuable<br />
habitat exists within the Lower Shuswap River system, called an Aquatic Habitat<br />
Index (AHI). This index should be used to guide developments that seek to<br />
change habitat values within 30 m <strong>of</strong> any inventoried watercourse as well as<br />
