C o n c e rned over the widening conflict over waste strategy<br />

t h roughout the country, and the lack of pro g ress being made<br />

in meeting the EU Landfill Dire c t i v e ’s diversion targets, the<br />

G o v e rnment called a <strong>Waste</strong> Summit in November 2001, and<br />

announced a review of policy to be undertaken <strong>by</strong> the<br />

P e rf o rmance and Innovation Unit in the Cabinet Office.<br />

None of this is yet sufficient to slow the momentum<br />

behind the incinerator-led plans and contracts being<br />

advanced <strong>by</strong> the disposal authorities. Yet it signals a<br />

change in the political climate, which provides the context<br />

for immediate measures that would switch Britain’s waste<br />

economy from its current preoccupation with incineration<br />

to intensive recycling and the advance of each of the<br />

aspects of <strong>Zero</strong> <strong>Waste</strong>.<br />
