in this tax to 30¢ yet eliminated the tax on food-related items. Revenues are down<br />

from previous years and are estimated for <strong>2008</strong>-20<strong>09</strong> at $4,900,000. This fund is<br />

where the revenues from this sales tax are accounted for, as well as other income<br />

sources related to transportation projects.<br />

Review <strong>of</strong> the <strong>St</strong>reet Impact Capital Project Fund:<br />

This fund accounts for all impact fees collected for street infrastructure projects<br />

associated with new growth. The current building slow-down will reduce revenues<br />

anticipated for <strong>2008</strong>-20<strong>09</strong>. The budget is set at $1,275,000. These funds will be<br />

transferred to the Public Works Capital Fund for the following improvements: three<br />

traffic signals @ $600,000, $1,000,000 for Brigham Road, and $1,000,000 for the<br />

road connection by Flying J on Brigham Road.<br />

Review <strong>of</strong> the Drainage Impact Capital Project Fund:<br />

This fund accounts for impact fees paid for by new growth for drainage<br />

improvements. Estimate <strong>of</strong> revenue for 20<strong>09</strong> is $680,000. $730,000 is planned for<br />

projects from this fund.<br />

Review <strong>of</strong> the Parks Impact Capital Project Fund:<br />

This fund is responsible for new park and trail projects associated with demands<br />

created by new growth in the <strong>City</strong>. Impact fees are charged on all new residential<br />

building permits and projects on the capital project list and are funded as resources<br />

become available. Totals for 20<strong>09</strong> will be significantly lower than past projections.<br />

Projects have had to be scaled back until revenues are available. Projects for <strong>2008</strong>-<br />

20<strong>09</strong> are $50,000 for the Seegmiller Historic Farm, $1,976,640 for the Fields Phase<br />

II project, $868,000 for Firehouse Park in Dixie Downs, and $200,000 to reimburse<br />

Ivory Homes for the Hidden Valley Community Park.<br />

Review <strong>of</strong> the Fire Department Impact Capital Project Fund:<br />

This fund handles impact fees collected from new growth to <strong>of</strong>fset demands on fire<br />

services. All revenues in this fund are being saved for the next fire station to be in<br />

the Sun River area, if we receive the federal grant to<br />

fund the new full-time firemen.<br />

Review <strong>of</strong> the Police Department Impact Capital Project<br />

Fund:<br />

This fund accounts for all police impact funds collected<br />

from new growth. Revenues are estimated at<br />

$100,000 and the recommendation is to pay the<br />

annual debt service payment for the police building.<br />

Several years ago we issued bonds through our<br />

Municipal Building Authority for the police building and<br />

pledged impact fees as one source <strong>of</strong> payment on the<br />

building, and we also transfer funds from the General<br />

Fund to cover the entire debt service.<br />
