Snohomish PUD Tidal Energy Project Preliminary Application Document (PAD) Information Questionnaire The goal of the Snohomish County PUD is to file a complete and thorough Preliminary Application Document (PAD). We are asking for your help to identify existing, relevant information of which you may be aware. Relevant information includes site-or-region specific studies, data, reports or management plans. Please briefly describe the information or list available documents: *Geology and Soils: The geology of the islands generally consists of fractured bedrock and glacial till [mostly on Lopez Island]. The newly updated San Juan County soils maps can be found at: http://websoilsurvey.nrcs.usda.gov/app/ *Water Resources: San Juan County is designated as the WRIA 2 watershed planning area. Th County's numerous plans, reports and studies on water resources, including seawater intrusion risk areas, can be found at: www.co.san-juan.wa.us/health/ehswrm.asp *Fish and Aquatic Resources: San Juan County's marine waters are critical spawning, foraging, rearing and habitat grounds for forage fish, endangered marine mammals and salmon, as well as marine birds and other marine wildlife. Friends has worked to protect the critical eelgrass habitat and spawning grounds necessary to support the County's marine diversity in partnership with State agencies and the University of Washington using best available science. Friends has mapped
eelgrass habitat, forage fish spawning grounds, and has performed a nearshore impact assessment, the final reports and maps of which are available at: www.sanjuans.org/publications.htm. In addtion, please see attached list of scientific papers and studies, all of which are readily available to the public. The proceedings from the 2007 Georgia Basin Puget Sound Research Conference can be found at: www.engr.washington.edu/epp/psgb/2007proceedings/oral.html. Washington's Ocean Action Plan, Vols. 1 and 2, which discusses the importance of the State's marine resources and appropriate uses, is available at: www.ecy.wa.gov/programs/sea/ocea/index.html *Wetlands and Riparian Habitat: San Juan County has many terrestrial and estuarine wetlands. A map of these areas is available at: www.co.san-juan.wa.us/health/wtrshdpln/appendixb.html *Rare, Threatened and Endangered Species: San Juan County's marine waters were designed "summer core habitat" for the endangered Southern Resident Killer Whale population (Orcinus orca). Given that this endangered population spends a majority of its time in and around the County's marine waters, there is serious concern about the potential impacts to the whale population from any proposed tidal energy project or apparatus. A map of the Orcas' critical habitat area, the Recovery Plan, and a list of citations relied on by NOAA for the critical habitat designation can be obtained on NOAA's website at: www.noaa.gov Other endangered and threatened species utilize the County's marine waters as well, and a list of them and habitat protection plans and actions can be found on the Washington Department of Fish & Wildlife's website at: www.wdfw.wa.gov/wildlife.htm *Recreation and Land Use: San Juan County's economy is largely supported by the tourism industry. The County boasts opportunities for a wide range of land and sea-based recreational activities, including hiking, biking, kayaking, photography, sailing, yachting, fishing, scuba diving, snorkeling, and marine wildlife viewing [from shore, private vessel and commercial vessel]. Additionally, the County has numerous state parks, National wildlife refuges, and San Juan Island is home to two National Parks located on the shoreline. *Aesthetics: San Juan County is visited by thousands of national and international tourists every year because of its relative pristine shorelines and scenic vistas. Many photographers utilize and capture the natural beauty of the Islands and Island waters. *Navigation: There is a high volume of vessel traffic that frequents the County's waters, particularly in the spring through fall months. San Juan Channel, from Cattle Pass to the Port of Friday Harbor, is a main vessel thoroughfare, as is Spieden Channel. c.
