While some <strong>of</strong> the background and environment has been analysed in previous publications, there<br />
has never been detailed examination or even recourse to the proceedings record. The most serious<br />
historical reinterpretation occurred regarding the Special Session, allegedly dedicated to the<br />
Russian delegation’s papers, which witnessed the crescendo <strong>of</strong> the confrontation between the<br />
Russians, Charles Singer and the baying press campaign. This work outlines the developing<br />
controversies <strong>of</strong> the congress and an alternative account <strong>of</strong> the clash.<br />
The themes discussed in the thesis are: the birth <strong>of</strong> the congress, its role and preparation; the social<br />
background <strong>of</strong> the Russian delegation including discussion <strong>of</strong> the individual delegates and their<br />
role in Russian events; the proceedings <strong>of</strong> the congress with discussion <strong>of</strong> the papers given and<br />
those presented afterwards in the published volumes; the special session and the confrontation<br />
between the Russian delegation and Charles Singer; an assessment <strong>of</strong> the Russian papers published<br />
as Science at the Cross Roads; the social environment <strong>of</strong> Britain in 1931; the subsequent fate <strong>of</strong> the<br />
Russian delegates with some notable ironies.<br />
