Work begun to keep dam secure<br />

NEW SENSORS BEING INSTALLED<br />

U.S. Army Corps of Engineers<br />

(ACOE) personnel are installing new<br />

testing equipment they say will help<br />

maintain the stability <strong>and</strong> security of<br />

Westville Dam.<br />

The dam in Southbridge holds,<br />

under normal conditions, the 11-foot<br />

deep, 23-acre conservation pool at the<br />

foot of Westville Lake in Southbridge<br />

<strong>and</strong> <strong>Sturbridge</strong>.<br />

Westville is part of a six-dam network<br />

along the major rivers in the<br />

Thames River Basin. The Westville<br />

Lake Recreation Area attracts visitors<br />

near <strong>and</strong> far, serving as the site of,<br />

among other things, the popular<br />

annual River Race <strong>and</strong> Duck Pluck,<br />

which draws hundreds of people —<br />

young <strong>and</strong> old.<br />

At full capacity, the Westville Dam<br />

is able to hold water 55 feet deep<br />

across a 913-acre surface area, providing<br />

flood protection for Southbridge<br />

<strong>and</strong> Dudley, as well as Putnam,<br />

Danielson, Jewett City <strong>and</strong> Norwich,<br />

Conn.<br />

The dam was built by the ACOE in<br />

1962 in response to major flooding<br />

caused by hurricanes in the 1930s <strong>and</strong><br />

1950s.<br />

Beginning last week, <strong>and</strong> continuing<br />

on through the next two, ACOE<br />

mechanical engineers Chris Scabia<br />

<strong>and</strong> Andy McAvoy are working at<br />

Westville Dam to get 10 new sensors<br />

up <strong>and</strong> running, that will monitor the<br />

temperature <strong>and</strong> pressure at the surface<br />

of the water behind the dam.<br />

“It’s common to measure the pressure<br />

in an earthen dam for the safety<br />

<strong>and</strong> integrity of the dam itself,”<br />

Scabia said.<br />

“We’re monitoring it to determine<br />

the degree of seepage <strong>and</strong> where it<br />

is,” said ACOE project manager Keith<br />

Beecher.<br />

The sensors, which reach the water<br />

level through borings drilled in the<br />

top of the dam, are attached to data<br />

collection stations strategically located<br />

throughout the top of the dam,<br />

installed three months ago.<br />

The data collection stations, which<br />

are fully self sustaining — run on<br />

solar energy — send hourly reports<br />

on the dam, via a government satellite<br />

to the ACOE facility in Concord,<br />

where the information is closely monitored<br />

for drops in temperature or<br />

spikes pressure, which may indicate<br />

seepage through the dam.<br />

Scabia’s own invention, the ACOE<br />

currently has 500 data collection stations<br />

working on more than 30 dams<br />

across the commonwealth.<br />

McAvoy explained that the electronic<br />

censors <strong>and</strong> data collection stations<br />

have assumed the once very dangerous<br />

job of manually testing water levels,<br />

which had to be done all year<br />

round up to just three years ago.<br />

Once all of the sensors are installed<br />

into the dam, the water in the conservation<br />

pool will be drawn down as the<br />

first step in a battery of tests that will<br />

ensure the censors’ accuracy during<br />

extreme weather conditions.<br />

Beech said the drawdown will most<br />

likely happen this week. Scabia said<br />

people can expect to see noticeably<br />

lower water levels on either<br />

Thursday or Friday.<br />

While the water is down, the dam<br />

will be examined for any areas of perforation.<br />

“When we drain it, we’re just going<br />

to look at anything that might indicate<br />

seepage,” Scabia explained.<br />

In the event that any points of<br />

weakness are located, Beecher said,<br />

“We’re going to analyze the data <strong>and</strong><br />

see what we need to do.”<br />

If any repairs are necessary, Scabia<br />

said, either a wet drying grout or concrete<br />

will be used to prevent any further<br />

damage. The other option for the<br />

ACOE should seepage be located,<br />

would be to place a pool restriction on<br />

the dam, which would only allow a<br />

specifically determined amount of<br />

water to be retained by the dam.<br />

Scabia said the severity of the problem<br />

<strong>and</strong> location of the dam are typically<br />

what determine the priority status<br />

for various repair projects,<br />

although Scabia does not think any of<br />

that will be necessary at Westville.<br />

“We don’t expect to find anything<br />

because we’re not having any significant<br />

problems,” he said.<br />

Following the drawdown, Scabia<br />

said the conservation pool will experience<br />

approximately a week of being<br />

completely dry before it is filled past<br />

its average water level to 20 feet, again<br />

to test the accuracy of the new censors.<br />

All in all, Scabia said the water levels<br />

on both sides of Westville Dam<br />

should return to normal within two<br />

weeks, barring any major setbacks<br />

during the drawdown process.<br />
