Table 1 presents annual growth rates <strong>of</strong> student enrolments. The most notable <strong>in</strong>crease was<br />

observed for enrolments <strong>in</strong> colleges and universities: 2.6% per year from 1976 to 2005. While<br />

some <strong>of</strong> this <strong>in</strong>crease was due to <strong>the</strong> demographics <strong>of</strong> <strong>the</strong> baby boomers, most <strong>of</strong> <strong>the</strong> <strong>in</strong>crease<br />

was attributable to <strong>in</strong>creases <strong>in</strong> participation <strong>in</strong> college and university education among<br />

Canadians aged 18 to 26 (Emery 2004).<br />

Table 2 presents <strong>the</strong> <strong>in</strong>come-based estimates <strong>of</strong> <strong>in</strong>vestment <strong>in</strong> education <strong>in</strong> current dollars for<br />

<strong>the</strong> period from 1976 to 2005. The nom<strong>in</strong>al value <strong>of</strong> education services <strong>in</strong> Canada, as measured<br />

by <strong>the</strong> impact <strong>of</strong> education on <strong>the</strong> lifetime labour <strong>in</strong>come <strong>of</strong> students, is large. In 2005,<br />

<strong>in</strong>vestment <strong>in</strong> education was estimated at $469.9 billion, represent<strong>in</strong>g about 34% <strong>of</strong> gross<br />

domestic product (GDP) <strong>in</strong> Canada for that year.<br />
