Chart 8 presents <strong>the</strong> underly<strong>in</strong>g data on <strong>the</strong> cost <strong>of</strong> education per student that are used to<br />

produce cost-based estimates <strong>of</strong> education output. The unit cost was <strong>the</strong> highest for university<br />

education, <strong>the</strong> lowest for primary and secondary education, and <strong>in</strong> between for college<br />

education. The unit cost <strong>in</strong>creased for university education and for primary and secondary<br />

education from 1997 to 2005, while it changed little for college education dur<strong>in</strong>g this period.<br />
