General Information<br />
We’re glad you’ve joined us in Orlando<br />
to celebrate all that is great about <strong>Florida</strong><br />
communities! This year’s conference will<br />
continue our focus on learning, networking and<br />
idea-sharing. Through informative workshops,<br />
enlightening roundtable discussions and<br />
timely candidate forums, you’ll receive lots <strong>of</strong><br />
education and ideas to bring back home to use<br />
in your city.<br />
Please check your program carefully to<br />
determine in advance the exact location <strong>of</strong><br />
your committee meetings, workshops, general<br />
sessions, group sessions, meal functions and<br />
entertainment. A copy <strong>of</strong> the meeting space<br />
floor plan is included on the inside back cover<br />
for your convenience.<br />
A packet <strong>of</strong> conference information was sent<br />
to all cities concerning registration <strong>of</strong> voting<br />
delegates, submission <strong>of</strong> proposed resolutions,<br />
etc. If you have any questions concerning<br />
conference activities, please check with the<br />
<strong>Florida</strong> <strong>League</strong> <strong>of</strong> <strong>Cities</strong>’ registration desk.<br />
Registration<br />
Everyone attending the <strong>Florida</strong> <strong>League</strong> <strong>of</strong><br />
<strong>Cities</strong> <strong>Annual</strong> <strong>Conference</strong> must register. This<br />
includes all delegates and their families, guests,<br />
speakers, exhibitors, sponsors and news media<br />
representatives.<br />
Registration will take place at the Palms<br />
Registration Desk Thursday through Saturday as<br />

Badges/Ribbons<br />
Please wear your conference badge to all<br />
functions, including social events. Ribbons signify<br />
FLC <strong>of</strong>ficers, exhibitors, sponsors and special<br />
conference assignments. Those responsible<br />
for conference activities will be wearing white<br />
“staff” ribbons to help you identify them should<br />
you require assistance.<br />
Attendees with exhibit hall only passes (for nonregistered<br />
guest attendees) will wear colored<br />
badges. Please ask at the FLC registration desk<br />
for information.<br />
Audio and Video Recording<br />
As a popular service for our delegates, most <strong>of</strong><br />
our sessions and workshops will be recorded.<br />
These CDs will be available for purchase near<br />
the FLC registration desk.<br />
Select general sessions and workshops will be<br />
video recorded and posted to our Web site after<br />
the conference.<br />
Electronic Devices<br />
As a courtesy to your colleagues and speakers,<br />
please turn <strong>of</strong>f cell phones, BlackBerries and<br />
other electronic devices at the beginning <strong>of</strong><br />
each session.<br />
Parking<br />
FLC has secured the reduced rate <strong>of</strong> $5.00 per<br />
day for self-parking and $14.00 per day for valet<br />
parking at the Marriott World Center.<br />
FLC Bookstore<br />
Richard <strong>Florida</strong> is the author <strong>of</strong> several books. A<br />
“bookstore” will be open during the conference<br />
to purchase many <strong>of</strong> these titles, and you’ll<br />
have the opportunity to have them signed after<br />
Friday’s general session. The bookstore is located<br />
in the Crystal Ballroom Foyer. Rick Baker, former<br />
mayor <strong>of</strong> St. Petersburg, has also written a book<br />
which you will receive with your conference<br />
give-away at the <strong>League</strong>’s booth inside the<br />
exhibit hall. He will also be available to sign<br />
copies after his workshop on Friday afternoon.<br />

Concessions will be open for lunch inside the<br />
exhibit hall from 12:00 p.m. until 2:00 p.m. on<br />
Thursday, August 11, and from 11:45 a.m.<br />
until 1:15 p.m. on Friday, August 12. Assorted<br />

Complimentary Health Screenings<br />
As part <strong>of</strong> our new Wellness <strong>Program</strong>, the <strong>League</strong><br />

at our booth inside the exhibit hall. You can<br />
have your blood pressure, body mass index (BMI)<br />
and body fat percentage checked by highly<br />
qualified health pr<strong>of</strong>essionals.<br />

This unique and valuable workshop will provide<br />
you with grants information, technical assistance<br />
and other resources that are available to your<br />
city. The Resource Center is specifically designed<br />
so that you may drop by at your convenience<br />
to meet with representatives from various state,<br />
federal and nonpr<strong>of</strong>it<br />
organizations that provide grants and<br />
other services. Preview the 2011 version <strong>of</strong><br />
FLC’s much-sought-after grants exchange guide,<br />
Financial and Technical Assistance for <strong>Florida</strong><br />
Municipalities, which will be sent to your city.<br />

<strong>Florida</strong> Highwayman R. L. Lewis<br />
Come and see one <strong>of</strong> the famous <strong>Florida</strong><br />
Highwaymen as he paints, tells stories and shares<br />
a valuable part <strong>of</strong> <strong>Florida</strong>’s cultural history.<br />
Artwork will be available for purchase. Mr. Lewis<br />
will have a table near the FLC registration desk<br />

With a mission to nurture and facilitate the<br />
empowerment <strong>of</strong> the community through artistic<br />
and cultural expression, mediums, education<br />
and programming, the Palms Center for the Arts<br />
is a distinctive entity in the City <strong>of</strong> Hallandale<br />
Beach. The Palms Center provides a vibrant<br />
physical space solely dedicated to the creation

community in Hallandale Beach that serves to<br />

Opening in the summer <strong>of</strong> 2009 as a community<br />
based cultural center, the Palms Center for the<br />
Arts provides for creative and innovative projects<br />
<strong>of</strong> local, state and national artists with a corridor<br />
<strong>of</strong> student art-at-work projects and instruction<br />
in dance, drama/theatre, jazz and marching<br />
band, African drumming/dance, guitar, piano,<br />
voice, recording engineering, art, graphic<br />
design, at-risk arts education, arts-at-work job<br />
training programs and so much more.<br />

the Internet or catch up on some work? The<br />
<strong>Florida</strong> <strong>League</strong> <strong>of</strong> <strong>Cities</strong> Technology Center<br />

with eight PCs and staff to assist you. Please note<br />

Voting Delegates – Business Session<br />
The annual Business Session will begin at 9:00<br />
a.m. on Saturday, August 13, for consideration<br />
<strong>of</strong> <strong>of</strong>ficer and board <strong>of</strong> director elections,<br />
committee reports, resolutions and other<br />
business.<br />
Each municipality was asked to designate a<br />
voting delegate. Officials may check at the<br />
FLC registration desk to confirm these names.<br />
Delegates should sit in the “Voting Delegates”<br />
section <strong>of</strong> the Business Session to ensure the<br />
voting process is conducted as smoothly as<br />
possible.<br />

A press room will be available on Thursday,<br />
August 11 from 8:00 a.m. until 5:00 p.m.; Friday,<br />
August 12 from 8:00 a.m. until 6:00 p.m.; and<br />
Saturday, August 13 from 8:00 a.m. until 4:00 p.m.<br />
in the Boston Room.<br />
Saturday Night Childcare<br />
Childcare services will be available on Saturday,<br />
August 13, from 6:00 p.m. until 10:00 p.m. during<br />
the FLC Arts Festival. This service, provided by the<br />
<strong>League</strong> through Sitter Solutions, will be <strong>of</strong>fered at<br />
no charge, but pre-registration is required.<br />
The <strong>League</strong> will provide pizza, popcorn and<br />
drinks. Sitter Solutions will provide quality<br />
childcare with loads <strong>of</strong> activities and games.<br />
Toys will be provided for younger children, as<br />
well as videos for quiet time. Pillows and blankets<br />
will also be available.<br />

signed by the governor and is now law. The bill<br />

with an emphasis on firefighter and police<br />
pensions. This workshop will cover the particulars<br />
<strong>of</strong> SB 1128, along with matters to be considered<br />

pensions and Other Post-Employment Benefits<br />
(OPEBs) in <strong>Florida</strong>’s local governments. The<br />
Institute’s recent work has found that while<br />
more than 40 percent <strong>of</strong> the defined-benefit<br />
plans in the 100 largest cities garner grades <strong>of</strong><br />
As and Bs, some third <strong>of</strong> the plans get Ds and<br />
Fs – raising concern for their sustainability. The<br />
grades, annual costs <strong>of</strong> municipal pension plans<br />
and funding and sustainability trends over time<br />
will be discussed, along with findings related to<br />

with issues that were not included in their basic<br />

specific disasters affected these cities from a<br />
recovery and insurance perspective and what<br />
the <strong>Florida</strong> Municipal Insurance Trust is doing to<br />

The E. Harris Drew Municipal Official Lifetime Achievement Award is<br />
bestowed upon a municipal <strong>of</strong>ficial who has, through service and<br />

Please congratulate the winners <strong>of</strong> the 2011 <strong>Florida</strong> Municipal Achievement Awards program. Official<br />
recognition <strong>of</strong> the winners will take place during Saturday’s Second General Session.<br />
City Spirit Award<br />
City <strong>of</strong> Brooksville: Operation Backpack<br />
Operation Backpack was launched by the City <strong>of</strong> Brooksville<br />
and Friends <strong>of</strong> the Children to provide free backpacks<br />
filled with school supplies to the underprivileged children<br />
<strong>of</strong> its community. Businesses, churches, organizations and<br />
individuals make monetary donations toward purchasing the<br />
backpacks and school supplies. The program is held just prior<br />
to the start <strong>of</strong> each school year. The Operation Backpack<br />
program has distributed 4,379 backpacks, including school<br />
supplies, since 2004. The success <strong>of</strong> this program is the result<br />
<strong>of</strong> Brooksville’s continued commitment to the community<br />
by closely collaborating with its residents, local community-based organizations and governmental<br />
agencies.<br />
Environmental Stewardship Award<br />
City <strong>of</strong> Cooper City: You Win – We All Win Water<br />
Conservation <strong>Program</strong><br />
Cooper City set a goal to reduce overall water use by<br />
five percent in three years by implementing an innovative<br />
water conservation program. The program was divided<br />
into several major components including retr<strong>of</strong>itting<br />
older buildings; a competition among homeowner<br />
associations; outreach to highest users; rebates and<br />
community education. To date, the results have exceeded<br />
expectations. Families saved more than 176,000 gallons <strong>of</strong><br />
water during a three-month competition, the highest users<br />
are implementing changes and more!<br />
<strong>Florida</strong> Citizenship Award<br />
City <strong>of</strong> Delray Beach: Connecting with Our Schools –<br />
Civics Education in Delray Beach <strong>Program</strong><br />
In this program, Delray Beach <strong>of</strong>fers civics educational<br />
programs for all ages, from students to retirees. The city<br />
developed four civics outreach initiatives that <strong>of</strong>fer interactive<br />
programs and activities to promote a stronger<br />
knowledge <strong>of</strong> local government. Included in this effort is the<br />
Residents Academy, a bi-annual course that has educated<br />
more than 450 attendees; High School Student Residents<br />
Academy, educating high school students about local<br />
government functions; Carver Middle School Mock Election/Commission Meeting, a practical<br />
learning experience about campaigning, voting and the decision-making processes; and Palm<br />
Beach County Teacher Training Day, a program to educate teachers who then teach students the<br />
importance <strong>of</strong> government.

2011 Defender <strong>of</strong> Home Rule<br />
Defender <strong>of</strong> Home Rule recipients are legislators who consistently voted and advocated on behalf<br />
<strong>of</strong> Home Rule and helped push the <strong>Florida</strong> <strong>League</strong> <strong>of</strong> <strong>Cities</strong>’ legislative agenda during the 2011<br />
