economic growth and quality of life.
This workshop will be a celebration of, and a
wrap-up for, our five very successful regional
workshops this year. As a part of this session, you
Workshop: The Ethical Leader
3:15 p.m. - 5:15 p.m.
Crystal Ballroom H
We’ve seen the headlines and the lead stories
all too frequently of late; yet another local public
official charged with a crime directly related
to his or her public office. How can it be that so
many of our colleagues are acting in violation of
the law?
Part of the answer lies in the allure of power,
which always has drawn some to public office
for private gain. But part of the answer lies in a
need for greater clarity about what it means

11
to be ethical in the context of public service.
And that answer is less about the law than it is
about achieving a clear personal understanding
of how to approach public service from the
standpoint of an ethic of service. Come learn
how.
Growth Management:
Changes in Law, Changes in Process
4:15 p.m. - 5:00 p.m.
Please join us for a discussion of the 2011
Community Planning Act and how it will affect
cities. The 1985 Growth Management Act
was overhauled during the 2011 legislative
interact with the state on growth management
matters. This workshop will outline the major
revisions contained in the new law, including
new comprehensive plan amendment review
Canary Ballroom 2
Over the past two years, the LeRoy Collins
pensions and Other Post-Employment Benefits
(OPEBs) in Florida’s local governments. The
Institute’s recent work has found that while
more than 40 percent of the defined-benefit
plans in the 100 largest cities garner grades of
As and Bs, some third of the plans get Ds and
Fs – raising concern for their sustainability. The
grades, annual costs of municipal pension plans
and funding and sustainability trends over time
will be discussed, along with findings related to
municipalities’ provision of OPEBs.
The Seamless City: Making Florida’s Cities Great
4:15 p.m. - 5:00 p.m.
Canary Ballroom 4
During his two terms in office, Rick Baker worked
toward a clear, uncompromising goal: to
make St. Petersburg the best city in America.
He led a downtown renaissance, rebuilt the
most economically depressed area of the
city, attracted businesses, worked to reduce
violent crime and made public schools a city
priority – all with measurable results. Baker’s
book, The Seamless City: A Conservative
Mayor’s Approach to Urban Revitalization that
Could Work Anywhere, offers practical advice,
based on his nine years of experience in city
can make their city dramatically better. You
Boots on the Ground:
Lessons Learned in Tuscaloosa and Joplin
4:15 p.m. - 5:00 p.m.
Crystal Ballroom L-M
The tornadoes that struck Tuscaloosa, Ala.,
and Joplin, Mo., this spring exposed the many
vulnerabilities that cities have when it comes
to responding to natural disasters. Elected
officials and city leaders from both cities dealt
with issues that were not included in their basic
“recovery plan.” You will learn how these
specific disasters affected these cities from a
recovery and insurance perspective and what
the Florida Municipal Insurance Trust is doing to
help their members successfully recover from
disasters of this type. Considering our exposures
to hurricanes and Florida being considered
the highest catastrophic zone in the world,
this presentation will give attendees access
to the information and support they need to
understand their own exposure when it comes to
natural disasters.
We’ve all seen the news stories about corrupt
discussion of public leadership as budgets and
policy priorities. One might even ask: Why should
together. Be prepared to think and speak
Being elected to office puts us in positions unlike
any other. For one, we end up with a very large
number of “bosses” we must satisfy to remain
in office. For another, we assume responsibility
for the whole community or organization we
serve, looking out for its interests and leading
positive change for the good of the whole
community. Unfortunately, these two realities of
discover together ways to avoid disaster and
lead our communities and organizations toward
better futures.
Home Rule, Integrity, Excellence and Public Service
The League is dedicated to the values of Home Rule, Integrity, Excellence and
Public Service. We aspire to achieve these values in everything we do. We
commit ourselves to the hard work required to realize these values and will be
vigilant in upholding them.
Home Rule: The League is committed to using every resource to protect
Florida’s Home Rule powers for municipalities, and to enhancing these powers
in any way possible. Home Rule is the greatest strength of our cities.
Integrity: The League embraces truthfulness and trust, and has the moral
courage and obligation to be open, honest and ethical in all that we do. We
treat everyone with dignity and respect.
Excellence: The League is committed to achieving the highest standards of
excellence in our service, programs, products, technology, management
and leadership. We recognize our responsibility and are accountable for
the important work entrusted to us to better serve our members for future
generations.
Public Service: The League is committed to the spirit of public service, and
recognizes the tremendous energy, dedication, sacrifice and compassion
needed to give unselfishly to one’s community. The League, Florida and our
nation are stronger and better because of the public servants who choose to
serve and lead.
