Community Planning Act and how it will affect<br />
cities. The 1985 Growth Management Act<br />
was overhauled during the 2011 legislative<br />
session. The new law will change how cities<br />
interact with the state on growth management<br />
matters. This workshop will outline the major<br />
revisions contained in the new law, including<br />
new comprehensive plan amendment review<br />
processes, scaled-back evaluation and<br />
appraisal report processes and the ramifications<br />
<strong>of</strong> optional transportation and school<br />
concurrency.<br />

Collins Institute: Final Report<br />

Over the past two years, the LeRoy Collins<br />
Institute has analyzed the sustainability <strong>of</strong><br />
pensions and Other Post-Employment Benefits<br />
(OPEBs) in <strong>Florida</strong>’s local governments. The<br />
Institute’s recent work has found that while<br />
more than 40 percent <strong>of</strong> the defined-benefit<br />
plans in the 100 largest cities garner grades <strong>of</strong><br />
As and Bs, some third <strong>of</strong> the plans get Ds and<br />
Fs – raising concern for their sustainability. The<br />
grades, annual costs <strong>of</strong> municipal pension plans<br />
and funding and sustainability trends over time<br />
will be discussed, along with findings related to<br />
municipalities’ provision <strong>of</strong> OPEBs.<br />
