There will be presentations by area experts from business, policy making and program points of view. The panelists will share information about best practices, funding sources and technical assistance available now. The 1985 Growth Management Act was overhauled during the 2011 legislative session. The new law will change how cities interact with the state on growth management matters. This workshop will outline the major revisions contained in the new law, including new comprehensive plan amendment review processes, scaled-back evaluation and appraisal report processes and the ramifications of optional transportation and school concurrency. Ritch Workman, District 30, Melbourne Collins Institute: Final Report 4:15 p.m. - 5:00 p.m. Canary Ballroom 2 Over the past two years, the LeRoy Collins Institute has analyzed the sustainability of pensions and Other Post-Employment Benefits (OPEBs) in Florida’s local governments. The Institute’s recent work has found that while more than 40 percent of the defined-benefit plans in the 100 largest cities garner grades of As and Bs, some third of the plans get Ds and Fs – raising concern for their sustainability. The grades, annual costs of municipal pension plans and funding and sustainability trends over time will be discussed, along with findings related to municipalities’ provision of OPEBs. The Seamless City: Making Florida’s Cities Great 4:15 p.m. - 5:00 p.m. Canary Ballroom 4 During his two terms in office, Rick Baker worked toward a clear, uncompromising goal: to make St. Petersburg the best city in America. He led a downtown renaissance, rebuilt the most economically depressed area of the city, attracted businesses, worked to reduce violent crime and made public schools a city priority – all with measurable results. Baker’s book, The Seamless City: A Conservative Mayor’s Approach to Urban Revitalization that Could Work Anywhere, offers practical advice, based on his nine years of experience in city hall, to show how every mayor and city council can make their city dramatically better. You received a copy of the book as part of your conference give-away; he will be available to sign copies following this presentation. Moderator: James W. “Bill” Arrowsmith, Vice Mayor, City of Apopka Speaker: Rick Baker, Former Mayor, City of St. Petersburg Boots on the Ground: Lessons Learned in Tuscaloosa and Joplin 4:15 p.m. - 5:00 p.m. Crystal Ballroom L-M The tornadoes that struck Tuscaloosa, Ala., and Joplin, Mo., this spring exposed the many vulnerabilities that cities have when it comes to responding to natural disasters. Elected officials and city leaders from both cities dealt with issues that were not included in their basic “recovery plan.” You will learn how these specific disasters affected these cities from a recovery and insurance perspective and what the Florida Municipal Insurance Trust is doing to help their members successfully recover from disasters of this type. Considering our exposures to hurricanes and Florida being considered the highest catastrophic zone in the world, this presentation will give attendees access to the information and support they need to understand their own exposure when it comes to natural disasters.
