Introduction<br />

The <strong>Plan</strong> <strong>for</strong> <strong>the</strong> <strong>Social</strong> <strong>Well</strong>-<strong>Being</strong> <strong>of</strong> <strong>Surrey</strong> Residents was developed in April 2004 through<br />

February 2006. It focuses on five <strong>the</strong>mes or social issue areas that were identified as priorities<br />

by <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>Surrey</strong>:<br />

• Children and Youth<br />

• Community Development and Diversity<br />

• Crime & Public Safety<br />

• Housing and Homelessness<br />

• Substance Abuse and Addictions<br />

Through an extensive community consultation process, thirty priority issue elements were<br />

identified, or five to eight elements <strong>for</strong> each <strong>of</strong> <strong>the</strong> five <strong>the</strong>me areas. The <strong>Social</strong> <strong>Plan</strong> divides <strong>the</strong><br />

thirty issue elements into two categories:<br />

• five are issues <strong>for</strong> which <strong>the</strong> <strong>City</strong> has primary responsibility - Stage 1 <strong>Action</strong> <strong>Plan</strong><br />

• twenty-five are issues <strong>for</strong> which <strong>the</strong> <strong>City</strong> has limited, secondary or no responsibility -<br />

Stage 2 <strong>Action</strong> <strong>Plan</strong><br />

The <strong>Plan</strong> <strong>for</strong> <strong>the</strong> <strong>Social</strong> <strong>Well</strong>-<strong>Being</strong> <strong>of</strong> <strong>Surrey</strong> Residents was intended to be action oriented. The<br />

<strong>Plan</strong> includes a total <strong>of</strong> approximately 65 recommended actions to address <strong>the</strong> thirty priority<br />

issue elements, both in <strong>the</strong> shorter and longer term.<br />

This document provides a summary <strong>of</strong> <strong>the</strong> Issue Elements, Key Gaps and Recommendations<br />

identified in <strong>the</strong> <strong>Action</strong> <strong>Plan</strong>. The complete <strong>Plan</strong> <strong>for</strong> <strong>the</strong> <strong>Social</strong> <strong>Well</strong>-<strong>Being</strong> <strong>of</strong> <strong>Surrey</strong> Residents is<br />

available on <strong>the</strong> <strong>City</strong> <strong>of</strong> <strong>Surrey</strong> website at www.surrey.ca.
