II. To initiate a comprehensive solid waste management, NMC should undertake the following actions:<br />
Prepare a vision <strong>for</strong> a Comprehensive Solid Waste Management Program<br />
With the target of achieving O & M cost recovery, NMC should, in consultation with GoM, incorporate bye-laws <strong>for</strong> <strong>for</strong>malising the policy<br />
a) Right to levy, collect and retain user charges. NMC should<br />
also be able to assign/transfer this right to a service provider<br />
through a contractual relationship.<br />
b)<br />
Articulate citizens’ duties with respect to maintaining a<br />
clean environment, and to fulfil obligations in<br />
implementing modern practices such as source<br />
c)<br />
Right to impose fines in case of non-compliance of citizens<br />
in their duties regarding sanitation.<br />
Based on a normative assessment, the capital cost of<br />
implementing the above actions is estimated at ` 0.5<br />
crores during 2012 to 2015.<br />
