COMMITTEE<br />

William T. Wallace <str<strong>on</strong>g>of</str<strong>on</strong>g> Florida has<br />

succeeded D<strong>on</strong>ald E. Bender as<br />

Chairman <str<strong>on</strong>g>of</str<strong>on</strong>g> the ACSM Legislative<br />

Liais<strong>on</strong> Committee. The committee<br />

was established in March, 1978, and<br />

is to keep abreast <str<strong>on</strong>g>of</str<strong>on</strong>g> federal legislati<strong>on</strong><br />

that would affect the pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>alism<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the surveyor and cartographer.<br />

D<strong>on</strong>, who is active in<br />

<strong>CLSA</strong>, was its first chairman and<br />

served ably in this positi<strong>on</strong>.<br />

Bill's legislative activities in<br />

Florida include assisting in the creati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the Engineers and Land Surveyors'<br />

committees <strong>on</strong> the state<br />

board, and in the creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

separate state board for land surveyors.<br />

He has worked in preventing<br />

amendments to the Florida C<strong>on</strong>sultant's<br />

Competitive Negotiati<strong>on</strong> Act<br />

which would have permitted pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>als<br />

to be chosen by the bidding<br />

process. On the nati<strong>on</strong>al level, he<br />

assisted Senators Church and Chiles<br />

with the Federal Procurement Act.<br />

A pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al land surveyor<br />

registered in Florida, Bill has had surveying<br />

experience for over 25 years<br />

and is now Senior Vice President,<br />

Director, and stockholder <str<strong>on</strong>g>of</str<strong>on</strong>g> Gee &<br />

Jens<strong>on</strong> Engineers-Architects-Planners,<br />

Inc. <str<strong>on</strong>g>of</str<strong>on</strong>g> West Palm Beach,<br />

Florida. He is the principal in charge<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> surveying, land development,<br />

transportati<strong>on</strong> and data processing.<br />

The 1980 <str<strong>on</strong>g>American</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>gress</str<strong>on</strong>g> in <strong>Surveying</strong> and Mapping California C<strong>on</strong>terence will be held October<br />

24-25, 1980. at the Red Li<strong>on</strong> Motor Inn, Sacramento. Calilorma.<br />

The c<strong>on</strong>ference theme is "<strong>Surveying</strong> from the Air and the Ground" and will focus <strong>on</strong> issues and applicati<strong>on</strong>s<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> land surveying in California today.<br />

A <strong>on</strong>e-day workshop <strong>on</strong> PHOTOGRAMMETRY FOR THE SURVEYOR will be held in c<strong>on</strong>juncti<strong>on</strong> with<br />

the 1980 ACSM Calfornia C<strong>on</strong>ference in Sacramento, California.<br />

The workshop will be <strong>on</strong> Thursday, October 23,1980, at the Red Li<strong>on</strong> Motor inn (same locati<strong>on</strong> as the<br />

C<strong>on</strong>ference). Organizers for the workshop are Francis H. M<str<strong>on</strong>g>of</str<strong>on</strong>g>fitt, University <str<strong>on</strong>g>of</str<strong>on</strong>g> California, and<br />

George P. Katibah, Chief, Geometr<strong>on</strong>ics Secti<strong>on</strong>, Cal-Trans.<br />

Tentative subjects to be covered include:<br />

• Basic principles <strong>on</strong> photogrammetry<br />

• Photogrammetric products used by the surveyor<br />

• Use <str<strong>on</strong>g>of</str<strong>on</strong>g> the aerial photograph as an aid in field work<br />

• Availability and cost <str<strong>on</strong>g>of</str<strong>on</strong>g> aerial photography<br />

• Ground c<strong>on</strong>trol surveys for photogrammetry<br />

• Photogrammetric determinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> ground points for initiating ground surveys<br />

Cost for the workshop is $100 per pers<strong>on</strong> for ACSM members and $ 125 per pers<strong>on</strong> for n<strong>on</strong>-members<br />

($25 <str<strong>on</strong>g>of</str<strong>on</strong>g> this fee can be applied toward membership). The cost includes textbook, notes, and lunch.<br />
