also ensure that important life-sav<strong>in</strong>g commodities<br />
reach vulnerable groups. As a start<strong>in</strong>g po<strong>in</strong>t,<br />
national malaria control programmes would also<br />
benefit from capacity-build<strong>in</strong>g support <strong>in</strong> plann<strong>in</strong>g<br />
<strong>and</strong> carry<strong>in</strong>g out the effective distribution<br />
<strong>and</strong> use of key malaria commodities.<br />
Strengthen<strong>in</strong>g monitor<strong>in</strong>g systems<br />
for evidence-based programm<strong>in</strong>g<br />
As national malaria control programmes cont<strong>in</strong>ue<br />
to accelerate their activities, it will become<br />
<strong>in</strong>creas<strong>in</strong>gly important for countries to collect,<br />
analyse <strong>and</strong> report quality data to monitor the<br />
progress of quickly evolv<strong>in</strong>g programmes <strong>and</strong><br />
to adjust activities to achieve major programme<br />
goals.<br />
To this end, high-burden countries need to regularly<br />
collect malaria control <strong>in</strong>tervention <strong>coverage</strong><br />
data <strong>and</strong> all-cause under-five mortality estimates<br />
us<strong>in</strong>g high-quality national-level household surveys.<br />
These data should be based on the core<br />
<strong>in</strong>dicators <strong>and</strong> st<strong>and</strong>ardized collection methodologies<br />
recommended by the Roll Back <strong>Malaria</strong><br />
Partnership, <strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>dicators recently<br />
developed to monitor <strong>in</strong>door residual spray<strong>in</strong>g<br />
(see table 2). 36 In addition, overall health <strong>in</strong>formation<br />
systems <strong>and</strong> vital registration systems<br />
must be strengthened to provide more complete<br />
data on the number of malaria cases <strong>and</strong> deaths<br />
<strong>and</strong> to monitor disease trends. As a start, the usefulness<br />
of health <strong>in</strong>formation systems data can be<br />
improved by annually assess<strong>in</strong>g the completeness<br />
of report<strong>in</strong>g <strong>and</strong> how it changes over time.<br />
At the program level more work is needed to<br />
strengthen monitor<strong>in</strong>g systems that track <strong>and</strong><br />
evaluate the performance of specific malariarelated<br />
programme activities (for example, track<strong>in</strong>g<br />
performance of <strong>in</strong>door residual spray<strong>in</strong>g<br />
activities through programme records <strong>and</strong> documents).<br />
The Global Fund to Fight AIDS, Tuberculosis<br />
<strong>and</strong> <strong>Malaria</strong> has developed a toolkit with<br />
proposed <strong>in</strong>dicators for monitor<strong>in</strong>g programme<br />
performance. The Roll Back <strong>Malaria</strong> Monitor<strong>in</strong>g<br />
<strong>and</strong> Evaluation Reference Group is also develop<strong>in</strong>g<br />
a guidance paper to support countries <strong>in</strong> this<br />
effort.
