The MTCP Programme - “Promotion<br />

An Overview of the Malaysia Economy<br />

by En Amir Omar, EPU<br />

At the start of the programme, participants were introduced to the general information of Malaysia by En Amir<br />

Omar, Deputy Director II, Human Capital Development of the Economic Planning Unit, Prime Minister’s<br />

Department. The EPU of the Prime Minister’s Department is the focal point for all technical cooperation and is<br />

responsible for the coordination of MTCP programmes.<br />

The briefing brought them through Malaysia’s various stages/phases of economic development, the major<br />

economic policies and an overview of Malaysia’s economic outlook. He also shared on the stabilization strategies<br />

to cushion the impact of the global economic slowdown on the Malaysian economy such as the two stimulus<br />

packages. Focus in Malaysia’s transitioning towards a high-income advanced economy and the five thrusts in our<br />

national mission in enhancing global competitiveness were also highlighted.<br />

Of great interest to the participants was the sharing of public service delivery milestones, amongst others in the<br />

areas of starting a business - Business Licensing Electronic Support System (BLESS); certification of fitness, EIA<br />

approval and valuation of property for stamp duty by PEMUDAH - the Special Taskforce to Facilitate Business.<br />

The continuous initiatives are aimed to support a vibrant, resilient and competitive economy, better access to<br />

services and client orientation, reduced cost in doing business, enhanced transparency and accountability.<br />

Importance of Productivity To The Malaysian Economy<br />

En Samauddin shared with participants on the various development plans of Malaysia which have laid a firm<br />

foundation and contributed to the continuous economic development. The Third Industrial Master Plan (IMP3)<br />

was emphasised to drive industrialization to a higher level of global competitiveness through the transformation of<br />

both the manufacturing and service sectors towards higher value-added activities.<br />

Statistics on the productivity and Total Factor Productivity (TFP) performance of the main economic sectors were<br />

presented. Subsequently he shared the various productivity and quality initiatives and strategic focus of <strong>MPC</strong> in<br />

enabling industries and the public sector to move up the value chain for sustainable growth.<br />

Experiences of TQM Model Companies<br />

TQM Implemation in ASEAN-Japan TQM<br />

Project<br />

Tn. Hj. Omar provided an<br />

interesting session on<br />

activities of TQM Model<br />

Companies in Malaysia. The<br />

implementation of<br />

ASEAN-Japan TQM Project<br />

was established in 1995 and<br />

had successfully been<br />

organised in collaboration<br />

with the Japanese Standard<br />

Association and members of ASEAN Secretariat.<br />

Following the success of the first project in 1998,<br />

<strong>MPC</strong> undertook the initiative to launch its Second<br />

Generation Model Company comprising 11<br />

companies. In the year 2000, <strong>MPC</strong> launched its Third<br />

Generation Model Program involving 4 more<br />

additional companies and another 4 in the following<br />

year. Currently, there are 51 SMEs practising TQM<br />

under the supervision of <strong>MPC</strong>.<br />

Participants were briefed on the check sheets of the<br />

21 TQM Handbooks.<br />

Organisational Excellence Award - Drive for P&Q Success<br />

The Director of Productivity and Innovation Network, En. Mustapha Sufa’at highlighted on the importance of<br />

various organisational excellence awards such as the Quality Management Excellence Award (QMEA),<br />

Productivity Award (PA), Quality Environment Award, Product Excellence Award, Export Excellence Award,<br />

Innovation Award and Young Entrepreneur Award. Participants gained a better appreciation on the awards<br />

criteria which provide a structured approach/framework for continuous performance improvement and excellence<br />

and various incentives for winners.<br />

The Award promotes awareness of performance excellence as an increasingly important element in<br />

competitiveness and information sharing of successful performance strategies and the benefits derived from<br />

using these strategies. Participants were also briefed on the Productivity Award which seeks to reinforce the<br />

importance of productivity measurement and initiatives among Malaysian companies through the use of<br />

COMPASS (Company Manual for Productivity Assessment).<br />

Visit to Alor Gajah Municipal Council (MPAG), Malacca<br />

Alor Gajah Town Council is a public service - oriented Local Enforcement Agency who is the prime mover in<br />

making Alor Gajah a progressive and beautiful district. Its management area development is progressing along<br />

side with the overall development of the Malacca State with main emphasis on industrial, tourism and agricultural<br />

sectors. The existence of infrastructure also accelerates the influx of local and foreign investors for investing and<br />

creating work opportunities for the local community.<br />

Alor Gajah Rural Council was reorganized according to 171 Act, Local Government Act 1976 and was recognised<br />

as Alor Gajah District Council on 1st July 1978. It is Alor Gajah Town Council’s hope to provide the best service<br />

possible to the community under its management area. Therefore, Alor Gajah Town Council maximise all efforts<br />

in developing the district to attain progress and prosperity. Alor Gajah area is 699.3 km/square equivalent to<br />

66,3<strong>02</strong> hectares which consists of 31 mukims .<br />

MPAG focuses on various quality programmes - Client Charter, 5S Best Practices, Key Performance Indicators<br />

(KPI), PRIME (Process Improvement for Excellence), Innovative Creative Circles and other activities. Most<br />

interesting were highlights on current improvements in counter service in delighting the customers. Besides<br />

physical improvements were online delivery services from the Municipal’s website and free WiFi for the public.<br />

Best Practices and Innovation<br />

by En Megat Akbarruddin Megat Ismail, <strong>MPC</strong><br />

En Megat shared with participants on benchmarking<br />

and best practices programmes that <strong>MPC</strong> is<br />

continuously providing to both the public and private<br />

sectors in promoting innovation and<br />

knowledge-driven culture.<br />

In addition to understanding the concepts, types,<br />

process and critical success factors of benchmarking<br />

and best practices, participants gained better insights<br />

on its application to enhance organisational<br />

competitiveness.<br />

The MBI Components<br />

More interesting was the sharing of the online<br />

Malaysian Benchmarking Index (MBI) - a business<br />

performance diagnostic tool which enables<br />

participating companies to benchmark and gauge<br />

their business and operational performances<br />

internationally by using the KPIs based on the four<br />

perspectives of the Balanced Scorecard<br />

Model - Finance, Customer, Internal Process and<br />

Learning & Growth.<br />

From these seven areas, 28 indicators were<br />

developed for SMEs to compare performance with<br />

other SMEs internationally.<br />

P&Q Initiatives - 5S by En Abdul Malek Mohamad Aripin, <strong>MPC</strong><br />

A briefing on the Quality Environment (QE/5S)<br />

techniques drew the attention of the participants on<br />

the merits of enculturation and mustering quality<br />

environment practices. Quality Environment or 5S is<br />

an acronym for five Japanese words - Seiri, Seiso,<br />

Seiketsu and Shitsuke.<br />

Thus the increasing number of companies going for<br />

QE/5S audit and certification as the physical work<br />

environment is critical for high quality, low cost and<br />

speedy delivery. Achieving certification is a “public<br />

declaration” of one’s commitment to quality<br />

environment.<br />

A clean, tidy, safe and better workplace will bring<br />

about much benefits such as improved productivity,<br />

standardisation measures, more orderliness hence<br />

less time to retrieve and search for items - saving<br />

time, promoting work efficiency, enhanced teamwork<br />

spirit , developing kaizen mindset of employees and<br />

ultimately enhanced quality products and services.<br />

P&Q Initiatives - ICC by Tn. Hj. Kamarudin Mamat, <strong>MPC</strong><br />

Tn. Hj. Kamaruddin shared <strong>MPC</strong>’s experiences in championing improvement and breakthroughs through<br />

Innovative and Creative Circles (ICC). The synergies of cross-functional teams and transformation of Quality<br />

Control Circles (QCC) have witnessed the progression from problem-solving to create breakthroughs and value<br />

creation, developing new ideas and bringing them to fruition. Participants gained a better understanding on the<br />

basic philosophy of QCC/ICC, the formal structure comprising the Steering Committee, facilitators, circle leaders<br />

and the importance of training on the QC problem-solving tools and process. Learning points were also gained<br />

through the sharing of company cases such as Infineon and ABF.<br />

Productivity-Linked Wage System (PLWS)<br />

• Establishes a closer link between wages and<br />

productivity so as to enhance competitiveness.<br />

• Ensures that wage increases commensurate with<br />

higher productivity growth.<br />

Impact of PLWS<br />

Ms Noeline Chanan Singh shared Malaysia’s<br />

experience on linking wages to productivity. The<br />

Productivity-Linked Wage System (PLWS) components<br />

& models and Case Experiences of Companies based<br />

on there generic models - Profitability, Productivity and<br />

Combined Models as well as Innovative Wage Systems<br />

were presented. The implementation process, criteria<br />

for successful implementation as well as benefits and<br />

impact of PLWS were also highlighted.<br />

By linking wages to productivity, firms will be able to<br />

manage costs, improve labour productivity and set<br />

higher growth standards to sustain competitiveness. It<br />

also provides for job stability and ensure that<br />

employees will obtain a fair share of gains through<br />

Assalamualaikum WBT.<br />

Distinguished guests, participants of the MTCP/OIC,<br />

Ladies and gentlemen.<br />

On behalf of Malaysia Productivity Corporation, I extend a<br />

warm welcome to all guests to this evening's function. It<br />

gives me great pleasure to be here this afternoon for the<br />

closing of the MTCP/OIC Programme on Promotion of<br />

Organisational Excellence and Competitiveness for the<br />

year 2009.<br />

Over the last 4 years, <strong>MPC</strong> has been organising this<br />

MTCP programme for OIC countries and to date, <strong>10</strong>0<br />

participants have benefited from the programme. With<br />

close co-operation from the Economic Planning Unit (EPU)<br />

and the Ministry of Foreign Affairs, <strong>MPC</strong> is proud to deliver<br />

and to share Malaysian experiences to participants from<br />

OIC member countries. This is a manifestation of<br />

Malaysia's continued commitment to the members of OIC<br />

countries. Sharing of experiences and assisting in<br />

improvements using various management systems will<br />

enable participants to achieve their higher capability and<br />

competency in running businesses or organisations.<br />

Under the MTCP/OIC banner, the networking created<br />

through various training programmes and sharing of<br />

experiences have in fact recorded some remarkable<br />

achievements. In this context, <strong>MPC</strong> and surely Malaysia<br />

are very happy to be part of these unique experiences and<br />

expertise and knowledge sharing.<br />

The successful completion of this programme is indeed<br />

satisfactory to both <strong>MPC</strong> and the participants of the programme.<br />

It marks the accomplishment of mandate and<br />

responsibility accorded to us under the Malaysia's<br />

Technical Cooperation Programme (MTCP). I believe the<br />

participants have benefitted a lot from the programme<br />

especially on identification of best practices for<br />

organisational excellence.<br />

Best practices are important for us:<br />

• To enable us to identify strengths, opportunities in<br />

our respective organisation.<br />

• To share experiences as well as exchange ideas<br />

among us in implementing best practices.<br />

• To develop benchmarking network and community<br />

between the host country and the participating OIC<br />

countries.<br />

development of a nation’s economic growth.<br />

We would also like to express our appreciation to all our<br />

lecturers and <strong>MPC</strong> staff who had made our stay successful<br />

either during the classes or outside the classes.<br />

Ladies and Gentlemen,<br />

We always believe that training and development add a<br />

great value to both employee and employer, thus we came<br />

from across the world to attend the course that we were<br />

assured at the end we will gain that knowledge and<br />

information which can help us to improve ourselves and our<br />

organisation. Starting from the first time we reached the<br />

airport to the end of the programme, we found all the hands<br />

and hearts were opened for all which made our stay<br />

fantastic to such extent that we did not feel that we were far<br />

from our families until the moment we are going to depart<br />

back to our countries carrying with us that great knowledge<br />

and fantastic memories about the country that we believe<br />

will soon be among the top developed countries.<br />

We came, we saw, we learned and we acquired<br />

knowledge to improve and impact on our organisations and<br />

countries. I advise myself and my colleagues to use all that<br />

we have learned from this course such as Benchmarking,<br />

TQM, KPI, 5S, ICC, Innovation and all other tools and also<br />

from the visits to improve our human resources and<br />

organisation which will lead to a better life.<br />

Ladies and Gentlemen,<br />

With all modesty I have attended many international<br />

training/courses but I must admit that this particular one is<br />

the best in times of the lecturers, materials and the<br />

participants - my colleagues. We learned and had fun; it<br />

reminded us of our study life. At this juncture, I wish to<br />

acknowledge that I was some time noisy and naughty so if<br />

I have offended anyone please accept my apology but trust<br />

me my heart is pure and I love all of you.<br />

The Director General of <strong>MPC</strong>, ladies and gentlemen, as we<br />

know if there is beginning there is always an end, but in<br />

our case I would like to encourage my colleagues to keep<br />

in touch with one another and with Malaysia for continuous<br />

sharing of best practices, knowledge and benchmarking.<br />

Last but not least we also<br />

appreciate all those who<br />

worked behind the scene<br />

whose contribution cannot be<br />

quantified but make the course<br />

successful. We also thank all<br />

the staff of this hotel especially<br />

the General Manager who<br />

made our stay unforgettable.<br />
