Land Use Recommendations<br />
Following are land use recommendations for the Fifth & Madison Business District <strong>Sub</strong>-<br />
Area, which are also illustrated in Figures 9.6 and 9.7:<br />
• Consolidate retail uses along Fifth Avenue between Pine Street and Madison Street<br />
to create more of a pedestrian corridor.<br />
• Consider multi-family, or mixed-use where appropriate, residential for infill<br />
development along Fifth Avenue and Madison Street from First to Ninth Avenues,<br />
as well as adjacent blocks.<br />
• Clean up and improve the Fifth Avenue corridor streetscape.<br />
• Enhance the building and facilities at the park district site on the northeast corner of<br />
Madison Street and Ninth Avenue.<br />
• Consider removing the parking lot at the northeast corner of Madison Street and<br />
Fifth Avenue, and creating a public plaza with a bus shelter for shoppers and<br />
residents.<br />
• Consider closing off Fourth Avenue on the north side of Madison Street to reduce<br />
turning movements onto and off of Madison. Additionally, consider using the street<br />
right-of-way gained for additional parking for adjacent facilities.<br />
• Consider creating a highly visible anchor retail or restaurant development at the<br />
southwest corner of Madison Street and First Avenue.<br />
• Encourage local businesses to make façade improvements to improve the character<br />
of the corridor.<br />
