enhancing the deployment of underutilized<br />
species. GFU thus deals with cross-cutting<br />
issues that are relevant to most stakeholders<br />
and most underutilized species.<br />
One of GFU’s major activities in the recent past<br />
was the creation of a task force to lobby for an<br />
amendment of the European Union Novel Food<br />
Regulation (EC 258/97), which included the<br />
UNCTAD (United Nations Conference for Trade<br />
and Development) Biotrade Project, GTZ<br />
(German Technical Cooperation) and IPGRI<br />
(International Plant Genetic Resources Institute).<br />
The regulation represents a non-tariff trade barrier<br />
for novel food stuffs, which have not been<br />
traded within the EU before the enforcement of<br />
the regulation in 1997. This affects in particular<br />
Livingstone potato (Plectranthus esculentus).<br />

many products from traditional underutilized<br />
plants from developing countries. The task<br />
force developed several recommendations for<br />
the amendment of the regulation to facilitate<br />
the access of exotic foods to the EU market -<br />
without compromising consumer health concerns<br />
- which are expected to be implemented<br />
in early 2008.<br />
Together, the two institutions have initiated a<br />
large-scale consultation on future research and<br />
development needs of underutilized plants. The<br />
consultation led to the development of a<br />
Strategic Framework for Underutilized Plant<br />
Species Research and Development (Jaenicke<br />
and Hoeschle-Zeledon, 2006). The consultation<br />
also asked for a global forum for scientific<br />
exchange. This stimulated discussion with ISHS<br />
about the establishment of a Working Group<br />
on Underutilized Plant Genetic Resources under<br />
the umbrella of the ISHS Commission Plant<br />
Genetic Resources. This was approved during<br />
the ISHS Executive Committee Meeting in early<br />
August in Seoul, South Korea.<br />
The aim of this working group is to foster information<br />
exchange amongst the growing community<br />
of researchers on underutilized and traditional<br />
horticultural crops. Apart from broadening<br />
communication and information<br />
exchange, the group will also convene the First<br />
ISHS Symposium on Underutilized Plant Species<br />
in Arusha, Tanzania in March 2008. We would<br />
like to hear from parties who are interested in<br />
co-convening and co-sponsoring the event.<br />

Hannah Jaenicke<br />
Dr. Hannah Jaenicke is the Director of the<br />
International Centre for Underutilised Crops.<br />
She is also the Chair of the ISHS Working Group<br />
on Underutilized Plant Genetic Resources.<br />
Dr. Irmgard Hoeschle-Zeledon is the coordinator<br />
of the Global Facilitation Unit for Underutilized<br />
Species based at the International Plant Genetic<br />
Resources Institute in Rome, Italy. Her expertise<br />
is in the area of agricultural development with a<br />
focus on integrated pest management and sustainable<br />
use of agricultural biodiversity. She<br />
worked for German Development Cooperation<br />
(GTZ) in Africa, Asia and Latin America as advisor<br />
to the Ministry of Agriculture in various<br />
countries.<br />
