FOREWORD<br />
The annual performance plan takes cue from the strategic plan for the period 2010 – 2014. The<br />
plan is a prioritised consolidation of identified MTSF programmes, the Provincial Economic Growth<br />
and Infrastructure programme of action, and the revised Provincial Growth and Development Plan<br />
(PGDP).<br />
In an effort to streamline operations and realise significant impact within the Eastern Cape, the<br />
Department will focus on the following strategic dimensions over the next three years:<br />
• Realignment and streamlining of the DEDEA and its public entities to increase effectiveness<br />
and efficiencies<br />
• Rapid advancement of rural development to address Apartheid-created spatial distortions<br />
and poverty<br />
• Management and protection of the natural environment<br />
• Protection, diversification and expansion of our manufacturing and services sectors<br />
• Achieving a sustainable balance between economic growth and responsible use of land<br />
and natural resources<br />
• Creating an enabling regulatory function that ensures legal and regulatory compliance and<br />
• Creation of an enabling environment to support enterprise development.<br />
The mandate of the Department will be undertaken by a network of head office, regional offices and<br />
public entities, each of whom will have specific form and function to deliver to various clients and<br />
customers of the Department.<br />
Although there is urgency for service delivery, during the first year, the Department will ensure that<br />
requisite capacity of the state is provided and resources appropriately apportioned. Key strategies,<br />
action plans and initiatives in support of sustainable economic development will be completed<br />
during the first two years of this plan.<br />
