ANNUAL PERFORMANCE PLAN for the years 2010/11 - 2012/13 | Department of Economic Development and Environmental Affairs 58 PART C: LINKS TO OTHER PLANS 7 Links to long-term infrastructure and other capital plans The Department is in the process of implementing components of the plans outlined below: • The PGDP has six pillars. The pillars most relevant to the Department are Manufacturing Diversification and Tourism, Infrastructure and Agrarian Transformation and Food Security; • The EG&I Cluster programme of action; and • The IDZ infrastructure programme 8 Conditional grants The Department is not a recipient of conditional grants. 9 Public entities The Department is the custodian and overseer of the following Public Entities, which utilise approximately 72% of the total Departmental vote allocation: • Eastern Cape Development Corporation (ECDC) • Eastern Cape Tourism Board (ECTB) • Eastern Cape Gambling and Betting Board (ECGBB) • Eastern Cape Liquor Board (ECLB) • Eastern Cape Parks Board • Coega Development Corporation (CDC) • East London Industrial Development Zone (ELIDZ)
Accountability of the public entities to the department is governed by the PFMA, covering establishment, legislation and protocols for good governance. The relationship is formalised through the shareholder compacts and service level agreements (SLAs) provided mainly for planning, structured reporting, performance monitoring and evaluation. These formal arrangements set out mechanisms for reporting, determining cycles and assigning of responsibilities to officials at different levels of accountability. The department is represented by senior officials on various boards of the public entities and a reporting conference is convened by the Executing Authority on a quarterly basis. Further, the department has an oversight responsibility over two Industrial development Zones (IDZs) in which ECDC is the majority shareholder on behalf of the Eastern Cape Provincial Administration [100% in the Coega Development Corporation and 74% in the East London development zone, the balance of 26 % is held by the Buffalo City Municipality. The Department intends to conduct yearly performance review for each Public Entity. In addition, the MEC has undertaken to review operations of the DEDEA family including merging of the Eastern Cape Parks Board and Eastern Cape Tourism Board. 10 Public-private partnerships Currently the Department does not have Public-Private Partnerships. 59
