Wimberly queried. “How do we<br />

address and pay for long term<br />

plans – boat slips, mail houses,<br />

roads repaving?”<br />

Johnson said the near term<br />

will bring some interesting challenges<br />

including continuing the<br />

transition to CAS, completing<br />

dam remediation, resolving the<br />

railroad crossing and entrance.<br />

in the long term, Johnson spoke<br />

of water supply and decisions<br />

regarding mail delivery, building<br />

adequate financial reserves,<br />

and updating the comprehensive<br />

long range plan.<br />

Question – Given that our<br />

Long Range Planning Committee<br />

has identified some $2.5<br />

million - $3.5 million in capital<br />

needs in the next ten years,<br />

which is over and above our<br />

current operations budget,how<br />

would you propose funding for<br />

these needs?<br />

“Bailout!” joked Johnson,<br />

before continuing, “Without question<br />

some reserve funds need to<br />

be available for immediate needs.”<br />

He recommended building<br />

reserves through aggressive<br />

management and assessments,<br />

if needed.<br />

Goodman said with some<br />

reserves already in place, he<br />

would look to public input sessions<br />

for direction.<br />

“Anything substantial enough<br />

for capital expenditure will get<br />

community input, such as<br />

increasing dues or special<br />

assessments,” Goodman said.<br />

“Pick your poison.”<br />

He said the current dues level<br />

was not unreasonable and that<br />

modest increases would probably<br />

be a good way to go.<br />

Hoffman said a thorough<br />

review of requirements with cost/<br />

benefit analysis to determine<br />

true costs over time to start, followed<br />

by soliciting input from<br />

the community.<br />

“i’m a fiscal conservative --<br />

some call me ‘squeaky,” said<br />

Hoffman. “i suggest the Association<br />

should be the same, and<br />

plan and budget for the long<br />

term.”<br />

Wimberly said a big issue for<br />

him was the long term consequences<br />

of the short term solutions.<br />

“Dues are very reasonable,”<br />

he said while noting that fees for<br />

yard waste and mail boxes were<br />

“smoke and mirrors for dues<br />

increase.<br />

“We owe it to the community<br />

to act responsibly and not create<br />

a situation leading to a drastic<br />

increase,” Wimberly said.<br />

Question – Are there specific<br />

changes or improvements you<br />

would seek if elected?<br />

Wimberly said the community<br />

was at an interesting crossroads.<br />

“i would like to see more work<br />

and involvement from our<br />

younger residents,” said Wimberly.<br />

“This is not a community<br />

of young versus old, i have<br />

friends in both [age groups].”<br />

Hoffman said he was interested<br />

in exploring the costs and<br />

benefits of establishing a neighborhood<br />

watch program, in addition<br />

to consideration for security<br />

guard training, improved gates<br />

and camera systems, lighting<br />

in the common areas, a guarded<br />

back gate, and perimeter<br />

fencing.<br />

Johnson said he was always<br />

open to opportunities for change<br />

and improvement.To be effective<br />

as a Board requires continual<br />

evaluation and implementation.<br />

“A conservative approach, to do<br />

more with less is prudent,” Johnson<br />

said.<br />

Goodman said he agreed<br />

with Hoffman’s recommendations<br />

for security and that costs<br />

for fencing and a guarded back<br />

gate should be evaluated.<br />

He said pursuing mail delivery<br />

was important and would like<br />

to see the addition of community<br />

walking trails.<br />

Question – What would you<br />

consider a legitimate use of<br />

Association-owned land, if the<br />

covenant is changed? Would<br />

you want it next to your home?<br />

Goodman said through a previous<br />

personal experience he<br />

was very aware of how nearby<br />

public land could affect a property<br />

owner.<br />

“it would depend where it was.<br />

You need to respect adjacent<br />

property owners,” said Goodman.<br />

He suggested a mini-park<br />

with plantings – just for beauty.<br />

Wimberly said the bigger<br />

issue is one of trust, “Whether<br />

you believe the Board has your<br />

best interest at heart. There is<br />

some fear and trepidation but<br />

this requires common sense.<br />

We won’t do anything detrimental<br />

to the overall community.”<br />

Johnson said, generally, he<br />

would be in favor of anything<br />

that was a real benefit to the<br />

community.<br />

“i would be against anything<br />

that would materially change<br />

the character of the neighborhood,”<br />

said Johnson, noting that<br />

exceptions might have to be<br />

made for mail houses near the<br />

back gate and Beacon Ridge<br />

Country Club.<br />

Hoffman said he would be<br />

opposed to almost any potential<br />
