Misty Randall Leland, the letter<br />

states that, “residents of <strong>Seven</strong><br />

<strong>Lakes</strong>, as well as other citizens,<br />

will greatly benefit from an<br />

upgrade of the railroad crossing<br />

in their community.”<br />

But, it goes on to says, “Our<br />

problem is that improving the<br />

<strong>Seven</strong> <strong>Lakes</strong> crossing will result<br />

in the closing of two crossings in<br />

West End.”<br />

“The residents of West End,<br />

like all citizens,” Leland writes,<br />

“have come to rely upon quick<br />

responses from rescue services<br />

and law enforcement. These citizens<br />

need their crossings to<br />

remain open.”<br />

The letter then asks for Coble’s<br />

“assistance in finding alternatives<br />

to closing the two railroad<br />

crossings. Perhaps federal funding<br />

might also be available that<br />

would allow Mode Road and<br />

Edgewood Terrace Drive crossings<br />

to remain open without hindering<br />

the upcoming improvement<br />

project at the <strong>Seven</strong> <strong>Lakes</strong><br />

crossing. it is the desire of the<br />

Board of Commissioners to protect<br />

the public safety of all citizens<br />

of Moore County.”<br />

Commissioner Tim Lea suggested<br />

that the letter should be<br />

signed by Chairman Picerno<br />

rather than the County Attorney.<br />

With that revision, the letter was<br />

approved by the vote of all four<br />

Commissioners present.<br />

Public Comment<br />

During the public comment<br />

portion of the meeting, Doug<br />

Middaugh of Pinehurst objected<br />

to a Letter of intent signed by the<br />

Town of Robbins and the village<br />

of Pinehurst that envisions<br />

an interlocal agreement to rehabilitate<br />

the Robbins water plant<br />

and bring water from it to the Pinhurst-<strong>Seven</strong><br />

<strong>Lakes</strong> system [See<br />

page 3 for details on the agreement.]<br />

“The proposed 50/50 partnership<br />

does nothing in reality but<br />

add unnecessary expenses to<br />

the two communities and county,<br />

at a time when we should<br />

be reducing expense not needlessly<br />

increasing,” Middaugh<br />

said. “Further, it is easily seen that<br />

the partnership would cause<br />

rate increases to all current<br />

Moore County utility users. Neither<br />

situation should be permitted<br />

to occur by you.”<br />

Elton Turner, who called for<br />

Chairman Picerno’s resignation<br />

during the Board’s January 5<br />

meeting, complained that he<br />

was inappropriately ruled out of<br />

order during that meeting. Turner<br />

said the had received a “telephoned<br />

threat” on January 10,<br />

from an unidentified male who,<br />

Turner’s caller iD indicated was<br />

calling from a number registered<br />

to Jennifer Picerno. Turner provided<br />

no details of the call but<br />

said he had filed a complaint<br />

with the Sheriff’s Office. Chairman<br />

named “Jennifer Picerno.”<br />

After Turner finished, Walter<br />

Bull of Pinehurst told Commissioners<br />

that Middaugh didn’t<br />

speak for the people of Pinehurst<br />

and said he was tired of<br />

hearing Turner’s criticisms in<br />

every Commissioners meeting.<br />

He said the Board had the power<br />

to do away with the public comment<br />

segment of the meeting<br />

and suggested they do so.<br />

Commissioner Tim Lea reminded<br />

Bull that, though the Moore<br />

County Board of Commissioner<br />

had voluntarily created the Public<br />

Comment segment of their<br />

meeting, shortly after they did so<br />

the General Assembly passed<br />

legislation requiring that meetings<br />

of public bodies include an opportunity<br />

for public comment.<br />

Other Business<br />

in other business, the Board of<br />

Commissioners:<br />

• Tabled consideration of two<br />

contracts: the architects contract<br />

for design of a new jail,<br />

public safety building, and county<br />

government center, and a<br />

contract to purchase a $1.7 million<br />

countywide software package<br />

from Tyler Technologies.<br />

County Manager McSwain said<br />

details were still being worked out<br />

on both contracts.<br />

• Authorized Moore County<br />

Public Safety to apply for a Rural<br />

Access to Emergency Devices<br />

grant for $120,000 to purchase<br />

100 automated external defibrillators<br />

[AED] to be placed in law<br />

enforcement vehicles throughout<br />

the County. Emergency Management<br />

Manager Scot Brooks<br />

told the Commissioner that AEDS<br />

had already been placed in all<br />

rescue and fire vehicles. The<br />

grant, if approved, will require no<br />

matching county expenditure.<br />

• Approved a contract with<br />

Atlantic Technology Consultants,<br />

inc to help update the Wireless<br />

Communications Ordinance and<br />

facilitate the review of all new<br />

tower and co-location applications.<br />

Planning Director Joey<br />

Raczkowski told Commissioner<br />

the Planning Board had unanimously<br />

recommended the company<br />

after a subcommittee<br />

conducted thorough interviews<br />

with the four firms who asked to<br />

be considered.<br />
