1 Introduction<br />
<br />
The purpose of this guide is to provide equipment-specific information to assist users in<br />
managing their AVCS ENC holdings.<br />
<br />
This guide should be used in conjunction with the AVCS User Guide, as well as the<br />
ECDIS Operators Manual or other documentation as supplied by the equipment<br />
manufacturer.<br />
<br />
The actual instructions and screenshots in this guide are based on the version of the<br />
JRC 701B/901B Series ECDIS Version 02.02 installed in the UKHO as detailed on the<br />
front cover. There may be minor differences between certain models (i.e. screen<br />
layouts may vary).<br />

2 Data Management<br />
The JRC system makes a clear distinction between Data Management and Navigation<br />
and Planning. All data is managed from within the ChartPortfolio module.<br />
This module is accessed from the applications window which is displayed automatically<br />
when the ECDIS is turned on. Click on the ChartPortfolio button to activate.<br />
It is recommended that there is no AVCS CD in the drive before clicking on the<br />
ChartPortfolio option otherwise the application will immediately start reading the disc. To<br />
successfully install all AVCS Permits and ENC Data, users first need to make sure that<br />
they have correctly selected the S-57 Option from the “Sort” Tab within the ChartPortfolio<br />
screen.<br />
Note: if the ECDIS is already running in “Navigation & Planning” or Playback/Data<br />
Recording modes, activate the menu by moving the cursor to the top of the display and<br />
when it is active select (0) Exit and then Yes on the subsequent confirmation box.<br />

3 The User Permit<br />
The User Permit is a 28 character alphanumeric string that is unique to each ECDIS<br />
installation or group of ECDIS, e.g. multiple bridge installations. The User Permit should<br />
have been supplied at the time of delivery and must be used when ordering an AVCS<br />
licence and ENC permits.<br />
If the User Permit is mislaid it can be retrieved from within the system.<br />
ChartPortfolio: Tool → Option → S-63/AVCS Tab<br />
1. In Menu Bar, select “Tool”<br />
2. Select “Option”<br />
3. Select “S-63/AVCS” Tab<br />
4. The User Permit is then displayed in the “User Permit” message box<br />

4 Deleting ENC Data<br />
New AVCS customers who had previously subscribed to other ENC services are strongly<br />
recommended to remove (purge) all ENC Permits and ENCs from the system before<br />
installing AVCS.<br />
ChartPortfolio: “S-57 System Chart” → Select all required Charts → Edit → Delete →<br />
OK<br />
1. From the ChartPortfolio, select “S-57 Systems Chart” Tab<br />
2. Select a Sub-folder from the list. It is not possible in this JRC ECDIS Model to select<br />
several Sub-folders for deletion. They can only be deleted individually by deleting the<br />
ENCs within each Sub-folder<br />
3. Select each ENC individually or select several ENCs by holding the Shift button<br />

4. Select “Edit”<br />
5. Select “Delete”<br />
6. A “System Chart” window will then appear to confirm the deletion, click “OK” to delete<br />
all selected ENC Cells. Repeat for all country Sub-folders to be deleted.<br />

5 Deleting ENC Permits<br />
The user must select the cells from which permits are to be deleted. In most instances this<br />
will simply involve selecting all cells. In certain circumstances it may be required to remove<br />
permits for individual cells, in this case simply select the cells for which permits need to be<br />
deleted.<br />
ChartPortfolio: Tool → Option → S-63/AVCS Tab → Delete Cell Permits<br />
1. Navigate to the “Option” window<br />
2. Select the “S-63/AVCS” Tab<br />
3. Click on “Delete Cell Permit”<br />
4. Click “OK”<br />
5. Select “Yes” to confirm deletion<br />

6 The Public Key<br />
The Admiralty Vector Chart Service currently uses the PRIMAR.CRT, issued by PRIMAR<br />
Stavanger, to authenticate its AVCS ENCs.<br />
Before installing AVCS ENCs, the user must check that the correct Public Key is installed<br />
on the system. This can be viewed in the JRC ECDIS using the “SA Certificate” button.<br />
If the PRIMAR Public Key is not present in the system then it will have to be installed<br />
before AVCS ENCs can be loaded.<br />
The PRIMAR Public Key is included in all AVCS Base and Update CDs. To load the<br />
PRIMAR Public Key you must first load an AVCS Base or Update CD into the ECDIS.<br />
ChartPortfolio: Tool → Option → S-63/AVCS Tab → Import of Certificate → Find<br />
File → Select PRIMAR.CRT file → PRIMAR.CRT in “File Name” box → OK →<br />
Import of SA Certificate window → OK → Select of SA Certificate → OK<br />
1. Navigate to the “Option” window<br />
2. Select the “S-63/AVCS” Tab<br />
3. Click on “Import of Certificate”<br />
4. This will then take you to the “Find File” window<br />
5. Select the down arrow located near the Drive box and select the location where the<br />
PRIMAR.CRT file is stored (i.e. D/E Drive) and select “PRIMAR.CRT”<br />
6. Double click on the “PRIMAR.CRT” now displaying on left hand side<br />
7. The PRIMAR.CRT file is now displayed in the “File Name” window<br />
8. Click “OK” to install the Certificate<br />

9. Once the selected Certificate (i.e. PRIMAR.CRT) appears in the top box In the<br />
“Import of SA Certificate” window<br />
10. Click “OK”<br />
11. A message box will display confirming the successful installation stating that the “SA<br />
Certificate is saved in the system as [3:PRIMAR.CRT]”. Click “OK”.<br />

The new Certificate has only been installed in the ECDIS but not automatically selected as<br />
the primary Certificate to be used to install AVCS. You now need to make sure that it is<br />
correctly selected before proceeding to the installation of AVCS.<br />
12. From “Tools”, “Option”, select “Select of SA Certificate”<br />
13. Select the required Certificate<br />
14. Click “OK”<br />
15. A window will then appear on the screen confirming that the required Certificate has been<br />
successfully selected. Click “OK”.<br />

7 Installing ENC Permits<br />
To install AVCS ENC Chart Permits:<br />
ChartPortfolio: Tool → Option → S-63/AVCS Tab → Import Cell Permit → Find File →<br />
Select PERMIT.TXT file → PERMIT.TXT in “File Name” box → OK<br />
1. From the ChartPortfolio and the “Tool” option, select “Option”<br />
2. Select the “S-63/AVCS” Tab<br />
3. Select “Import Cell Permit”<br />
4. The “Find file” window will then be displayed to find and install the PERMIT.TXT file<br />
5. Select the down arrow located near the Drive box and select the location where the<br />
PERMIT.TXT file is stored (i.e. A/D Drive)<br />
6. Double click on PERMIT.TXT now displaying on left hand side<br />
7. The PERMIT.TXT file is now displayed in the “File Name” window<br />
8. Click “OK” to install the Permits<br />
9. A message box will be displayed when the process has been completed. Click “OK”<br />

8 Installing AVCS Base CDs<br />
There are currently 9 AVCS Base CDs but this number will grow as more ENCs become<br />
available for distribution within AVCS. It is unlikely that users will need to install all of the<br />
CDs in order to load all licensed ENCs. Reference to the Schedule A can avoid the<br />
unnecessary loading of some CDs and save the user time.<br />
The process described here should be used in almost all circumstances as it will<br />
automatically select data to be loaded according to the permit file installed by the user.<br />
Note: Ensure the latest permits have been installed before attempting to install any data<br />
ChartPortfolio: Auto Detect → S-57 Source Chart → Import/Update → S-57/S-63<br />
Import Update window → OK → Completed<br />
1. Insert the first AVCS Base CD identified in the Schedule A into the appropriate drive<br />
(i.e. D/Q) and click on “Auto Detect”<br />

2. When all licensed ENCs are displayed and highlighted for import in the “S-63 Source<br />
Chart”, click “Import/Update”<br />
3. When the “S-57/S-63 Import Update” window is displayed (with pre-selected option to<br />
import all Chart Updates), click “OK”<br />

4. A message will then be displayed on the right hand side when the process has been<br />
completed<br />
This process should be repeated until all required Base CDs have been installed.<br />
Note: Make sure that all the required AVCS Base CDs have been inserted and the import<br />
operations completed before installing the latest Update CD. Updates cannot be applied<br />
unless the ENC base file is present in the system database.<br />

9 Installing AVCS Update CD<br />
1. Insert the Weekly AVCS Update CD into the CD Drive after having installed the latest<br />
required Base CD(s)<br />
Note Base CDs are re-issued about every 6 to 8 weeks. The AVCS update disc will<br />
indicate which Base disc week must have been installed. It is important that users do not<br />
attempt to load an Update CD that is not consistent with the Base CDs.<br />
ChartPortfolio: Auto Detect → S-57 Source Chart → Import/Update → S-57/S-63<br />
Import Update window → OK → Completed<br />
2. Insert the AVCS Update disc identified in the Schedule A into the appropriate drive<br />
(i.e. D/Q) and click on “Auto Detect”<br />

3. When all licensed ENCs are displayed and highlighted for import in the “S-63 Source<br />
Chart”, click “Import/Update”<br />
4. When the “S 57/S 63 Import Update” window is displayed (with pre-selected option to<br />
import all Chart Updates), click “OK”<br />
5. A message box will then be displayed on the right hand side when the process has<br />
been completed<br />

A Log File will then appear on the right hand side column when the process has been<br />
completed informing the user of the total number of failures due to errors<br />

10 Systems Checks<br />
The user has the option to review the status of all installed ENCs from within the ECDIS<br />
Chart Portfolio dialog as follows:<br />
ChartPortfolio: S-57 Systems Chart → Highlight ENC → Information<br />
1. Select the “S-57 System Chart” Tab<br />
2. Highlight the ENC required for further checking<br />
3. Click on the “Information” button<br />
An “S-57 System Chart Information” window will then be displayed which provides users<br />
with information about the chart and update history.<br />

11 Troubleshooting<br />
Many of the difficulties that could be experienced when using the Admiralty Vector Chart<br />
Service with this system can be avoided by carefully following the instructions in this guide.<br />
However, issues that are known to have caused confusion in the past are detailed in the<br />
Frequently Answered Questions (FAQ) section which can be found at:<br />

If you encounter problems that are not solved by referring to the FAQs, you may wish to<br />

Who should you contact?<br />
You will receive the most effective support if you address your initial query to either the<br />
Manufacturer of your ECDIS equipment or the Chart Agent you obtain your AVCS charts<br />
from, but in certain circumstances you may need to contact the UKHO Customer Services.<br />
Problem<br />
Hardware problems: difficulties with the keyboard, mouse,<br />
display or main system console, failure of a floppy disk or CD<br />
drive.<br />
Software problems: difficulties with configuring or using the<br />
ECDIS system software, interfacing problems.<br />
Chart installation problems: problems with installing<br />
certificates, permits and AVCS ENCs, standard error codes<br />
displayed (see AVCS User Guide).<br />
Chart content problems: display anomalies or mismatched data<br />
displays.<br />
Problems that have not been resolved by your Admiralty Chart<br />

Emergency Chart Permit Generation<br />
In certain circumstances it may be necessary for a vessel to get access to an AVCS chart<br />
at very short notice, for instance if a route needs to be diverted due to a medical or<br />
safety emergency. In these emergency circumstances only, individual AVCS ENC<br />
Permits can be obtained from the UKHO 24 hours a day, 365 days a year. These permits<br />
can be transmitted direct to the vessel by email wherever possible, by fax, or simply by<br />
reading the characters out over the telephone or radio.<br />
To obtain an AVCS emergency permit please contact UKHO Customer Services during UK<br />
normal office hours using the contact details at the end of this guide. Outside of office<br />
hours please contact the UKHO Watchkeeper by emailing navwarnings@btconnect.com,<br />
phoning +44 (0) 1823 353289 or faxing +44 (0) 1823 322352. Please quote your Vessel<br />
