POLICY AND VISION<br />

National policies will be necessary to ensure the systematic <strong>and</strong> progressive inclusion<br />

of MIL at all levels of education systems. An underst<strong>and</strong>ing of national education<br />

policies, enabling freedom of expression <strong>and</strong> freedom of <strong>in<strong>for</strong>mation</strong> laws, <strong>and</strong> other<br />

related international instruments on freedoms <strong>and</strong> their intersection with media <strong>and</strong><br />

<strong>in<strong>for</strong>mation</strong> <strong>literacy</strong> policies should be the starting point. Where MIL policies do not exist,<br />

the issue should be: What role can <strong>teachers</strong> play in advocating <strong>for</strong> them? If they exist,<br />

how relevant or up-to-date are they? To what extent do they reflect international st<strong>and</strong>ards<br />

<strong>and</strong> best practices? How can they be updated? Thus, a key aspect of the MIL <strong>curriculum</strong><br />

is a discussion about the ‘policy <strong>and</strong> vision’ of media <strong>and</strong> <strong>in<strong>for</strong>mation</strong> <strong>literacy</strong>, <strong>and</strong> the<br />

implications <strong>for</strong> general education <strong>and</strong> teacher education in particular. This discussion<br />

should lead to an analysis of policy <strong>and</strong> vision <strong>and</strong> how these relate to the preparation of<br />

media <strong>and</strong> <strong>in<strong>for</strong>mation</strong> literate <strong>teachers</strong> <strong>and</strong> students. Finally, it should draw attention to<br />

the role of <strong>teachers</strong> in fostering media- <strong>and</strong> <strong>in<strong>for</strong>mation</strong>-literate societies.<br />
