GOAL 2 INDICATORS SOURCES OF VERIFICATION ASSUMPTIONS National EFA plans and overall education and learning policies and strategies within the framework of a lifelong learning perspective More countries with EFA action plans including timed and costed plans for Dakar goals 3 and 4 More countries with LLL strategies integrated in EFA plans and implementation National EFA plans and reports EFA Monitoring Report UNLD monitoring mechanisms Evaluation studies More countries with national mechanisms for monitoring and implementation of EFA Increased inter-agency co-operation on LLL More countries implementing UN Literacy Decade programmes ACTIVITIES: GOAL 2 INPUT EXPECTED OUTCOMES 2.1 Engaging in advocacy work among UNESCO Member States to encourage them to develop national EFA action plans in the perspective of lifelong learning, and to have them implemented and accounted for by 2015 – this will include assisting governments, NGOs, CSOs and other stakeholders to incorporate principles and recommendations of EFA, the UN Literacy Decade and CON- FINTEA agenda into their policies and strategies National, regional and international policy dialogues Advisory and technical services Study visits Co-ordination and co-operation with ED/BAS/LIT and DFU Orientation for decision-makers Large number of countries with national EFA plans developed within the framework of lifelong learning, and the process of implementation launched 2.2 Encouraging UNESCO Member States to incorporate specific goals in the areas of literacy, non-formal education and adult learning into national EFA action plans, with a view to these goals being implemented National, regional and international policy dialogues Advisory and technical services Instruments and guidelines for programme development in the areas of literacy, non-formal education, adult and lifelong learning. Due attention given to literacy, NFE and adult learning in EFA Participation in EFA mechanisms Awareness building events for decision-makers 24
ACTIVITIES: GOAL 2 INPUT EXPECTED OUTCOMES 2.3 Building capacities in Member States and in civil society organizations for the implementation of holistic national EFA action plans in the perspective of LLL, including literacy, non-formal education and adult learning 2.4 Monitoring the implementation of the Dakar Framework for Action in UIE’s areas of expertise (literacy, non-formal education, adult and lifelong learning) as part of UNESCO’s monitoring report team National, regional and international training and orientation seminars Supporting institutional development Advisory and technical services Database Studies and documentation Contribution to overall EFA Monitoring Report National capacities in designing and implementing holistic programmes which incorporate components of literacy, NFE and adult learning Dakar goals 3 and 4 assessed, monitored and used for decisionmaking 2.5 Managing and implementing the UN Literacy Decade (2003-2012) in co-operation with UNESCO ED/BAS/LIT Co-ordination of the UN Literacy Decade National, regional and international training and orientation seminars More countries participating in and implementing the UN Literacy Decade to improve literacy levels Support for institutional development 2.6 Building capacities of Member States in monitoring and evaluation, especially to assess outcomes and impact in literacy, non-formal education, adult and lifelong learning Advisory and technical services Instruments and guidelines for monitoring and evaluation in the areas of literacy, non-formal education, adult and lifelong learning Development of training modules in M & E Increased national capacities in data collection, analysis, monitoring and evaluation of literacy, nonformal education, adult and lifelong learning Development of indicators Joint workshops with UIS 2.7 Setting up an Inter-agency Strategic Group to develop joint approaches for the promotion of lifelong learning policies for all, in particular among developing countries Periodic consultations Joint projects Guidelines, recommendations Increased inter-agency co-operation in lifelong learning policies and strategies for developing countries 25
