<strong>Third</strong> <strong>and</strong> <strong>Fourth</strong> <strong>Periodic</strong> <strong>Report</strong> The Ministry of Religious Affairs (MoRA) has been implementing a mosque based Child <strong>and</strong> Literacy Programme. Under the programme, the Imams (Community based religious leader) provide different kinds of training covering issues related to best interest of the child. Training through Imam is found very effective in Bangladesh. MoRA has established a Training Academy to train the Imams. The Government has continued to allocate increased resources for children. And the impacts of this are noteworthy. The NGOs in Bangladesh are increasingly supplementing Government efforts in child rights. They, jointly <strong>and</strong> separately, are undertaking awareness-based advocacy <strong>and</strong> campaigns related to duties <strong>and</strong> responsibilities of the parents, guardians <strong>and</strong> employers about promoting <strong>and</strong> protecting best interest of the children. 3.4 The right to life, survival <strong>and</strong> development The vision of National Plan of Action for Children is 'A Nation Fit For Bangladesh's Children', while the long term goal is to 'ensure the rights of the children to survival, development, protection <strong>and</strong> participation'. The fundamental objective of the comprehensive National Health Policy, 2002 is to ensure health services for all. To materialize the health policy, the Health, Nutrition <strong>and</strong> Population Sector Programme (HNPSP) aims at provision of health care for all <strong>and</strong> reduction of maternal <strong>and</strong> child mortality. The programme also seeks to enhance the public health sector's ability to manage the threats of HIV&AIDS. The major interventions under the health service are covered through Essential Services Package that includes: Exp<strong>and</strong>ed Programme on Immunisation (EPI), Acute Respiratory Infection (ARI) Control, Diarrhoeal Diseases Control (CDD), Integrated Management of Childhood Illness (IMCI), <strong>and</strong> School Health Programme, reproductive health care, adolescent health care, health education <strong>and</strong> promotion, urban health services, HIV&AIDS programming, Arsenicosis Management, Accidents <strong>and</strong> injuries, <strong>and</strong> Disability. IMCI is a new approach in the provisions of child healthcare services. This integrated approach is to provide health promotion <strong>and</strong> preventive services of immunisation, micro-nutrient supplementation, growth monitoring <strong>and</strong> counselling on feeding, nutrition, care-seeking <strong>and</strong> caring of new-born <strong>and</strong> early stimulation & learning. A community IMCI strategy to strengthen community-based provisions for five priority areas, such as, caring <strong>and</strong> care-seeking, feeding <strong>and</strong> nutrition, essential new-born care, early childhood development <strong>and</strong> prevention of drowning has been developed. The major nutrition interventions package are, increased availability of food grains <strong>and</strong> micronutrient fortified food, National Nutrition Programme (NNP), control of vitamin A deficiency, control of iodine deficiency, control of iron deficiency anaemia, promotion of breastfeeding, behavioural change communication (BCC), capacity building, etc. The major interventions under the water <strong>and</strong> sanitation package are: safe water supply <strong>and</strong> arsenic contaminated tube-well screening, installation of sanitary latrines, water supply <strong>and</strong> sanitation in un-served <strong>and</strong> under-served areas, water supply in pourashava (municipal) areas, capacity building of local Governments, BCC <strong>and</strong> capacity building of Department of Public Health Engineering (DPHE) The Government <strong>and</strong> NGOs, mostly in a collaborative manner, implementing a host of programmes in almost all relevant sectors including education, health, protection towards survival <strong>and</strong> development of the child. Campaigns to increase public awareness about important issues of CRC being the most important programme implemented jointly. There are other collaborative projects covering direct delivery services to the target groups, children in particular. New concept <strong>and</strong> projects are also identified for consideration to the benefit of children. For example, HNPSP has undertaken prevention of injury as a component basing on a survey report of January 2005. 34
Convention on the Rights of the Child 3.5 Respect for the views of the child The NPA, 2005-2010 stressed on child participation saying 'The Government is committed to children's participation in policy development <strong>and</strong> implementation'. The Government is giving increased attention to child participation in the efforts of establishing child rights. Children participated substantively during the preparation phase of the Special Session on Children in 2001/02 <strong>and</strong> Global Movement for Children (GMC) in the country which helped to bring to the forefront the importance of children's participation in both the international <strong>and</strong> national agenda. The GMC <strong>and</strong> preparation processes leading up to the Special Session also made possible significant collaborative developments at sub-national, national <strong>and</strong> regional levels among children, young people, civil society, NGOs, INGOs, media, the corporate sector <strong>and</strong> Governments in furthering issues relating to children's agenda. The children participated in preparing both the National Plan of Action for Children (2005-2010) <strong>and</strong> the National Plan of Action against Sexual Abuse <strong>and</strong> Exploitation of Children including Trafficking (NPA-SAECT) with different stakeholders jointly <strong>and</strong> also separately. Several consultations were also held during the preparation of the National Social Policy on Alternative Models of Care <strong>and</strong> Protection for Children in Contact with the Law <strong>and</strong> the revised National Plan of Action for Persons with Disabilities. As a new approach to ensure child participation a Children's Poll was conducted in 2005. Children's voices on various issues that affect their lives were collected through this event. About 4,500 boys <strong>and</strong> girls between 9 <strong>and</strong> 18 years were interviewed. From the opinion poll it was found that more than four-fifths of the children lived in their parent's house while the others lived in rented or employers' accommodation. Facilities in their accommodation were poor with almost one third living without an electrical connection <strong>and</strong> more than one quarter without safe drinking water. Almost half did not have sanitary latrine facilities <strong>and</strong> 5 percent of households had no latrine at all. In 2004, a National Children's Conference was organized by MoWCA in collaboration with Save the Children Alliance <strong>and</strong> UNICEF. A total of 1,000 children participated in the conference to discuss the rights of the children, the NPA-SEACT <strong>and</strong> the Concluding Observations. They were also provided with an orientation on life skills to strengthen their self-esteem, confidence <strong>and</strong> critical thinking <strong>and</strong> generated views <strong>and</strong> suggestions from children on their role in promoting Life Skills Based Education (LSBE) <strong>and</strong> disseminating the Concluding Observations. Two Children Consultations also were successfully organized in Dhaka <strong>and</strong> Rajshahi, for collecting information towards preparation of this <strong>Report</strong>. They were split into five groups, namely, Basic health <strong>and</strong> welfare; Education, entertainment <strong>and</strong> cultural activities; Child labour; Sexual harassment, exploitation <strong>and</strong> trafficking; <strong>and</strong> Discrimination with physically challenged <strong>and</strong> ethnic <strong>and</strong> minority groups. Their opinions were given due importance in course of preparation of this <strong>Report</strong>. Ministry of Social Welfare (MoSW) instituted Children Council in all three KUKs for children's participation in the issues/decisions that affect their lives. 35
